Prohibits seller from selling or leasing motor vehicle if sale or lease is contingent upon lender's agreement to purchase retail installment contract or lease agreement. Provides that if seller sells retail installment contract or lease agreement to lender, lender must provide final approval of funding within 14 days after buyer takes possession of motor vehicle. Provides that if lender does not agree to buy retail installment contract or lease agreement or agrees to buy on terms other than exact terms that seller and buyer agreed to, seller must retain retail installment contract or lease agreement, must notify buyer of seller's retention and may not thereafter sell, assign, transfer or delegate any of the benefits, duties or obligations of the contract or agreement. Provides that seller's failure to comply with provisions of Act deprives seller of right to collect payment due under contract or agreement and right to repossess motor vehicle.

Directs Higher Education Coordinating Commission to establish program to issue grants to community colleges to promote and increase dental assistant and dental hygienist training programs in Oregon. Directs Department of Education to establish program to issue grants to school districts or education service districts to promote and increase career and technical education related to dental health professions. Directs Oregon Health Authority to issue grants through health care provider incentive program to support and increase recruitment and retention of dental professionals. Directs authority to develop and implement education and mentoring program to promote entry into dental professions by members of federally recognized Indian tribes in Oregon. Directs State Workforce and Talent Development Board to develop educational module relating to dental assisting. ] Directs commission to develop and maintain website to provide information about dental assistant training and certification.
Requires public universities to develop specified policies and accountability mechanisms for behavior at interscholastic activities, including sporting events. Requires that sanctions for violations of policies include prohibition from attending future interscholastic activities for defined period of time. Prohibits public universities from participating in interscholastic activities or receiving state moneys in form of state grants, scholarship funds or Oregon State Police support if public university fails to develop or enforce policies and accountability mechanisms. ] Requires public universities to train all athletic department personnel on policies and accountability mechanisms. Requires public universities to suspend athletic director and head coach for minimum of one week if policies are violated through use of derogatory or inappropriate names, insults, verbal assaults, profanity or ridicule at interscholastic activity hosted by public university. ] Requires Higher Education Coordinating Commission to work with independent universities, NCAA and professional, student, cultural and religious organizations to develop rules for interscholastic codes of conduct. ] Requires each public university to submit annual report to interim committees of Legislative Assembly relating to higher education that details how policy and sanctions have been implemented during previous academic year. Establishes Task Force on the State of Sports ] Sport in Oregon to make recommendations for growing businesses in athletics, team sports, outdoor activities and recreation ecosystem in order to establish Oregon as most conducive location in North America for sports economy. Requires task force to submit progress reports and final report, including recommendations for legislation, to interim committees of Legislative Assembly related to economic development. Sunsets January 2, 2026. Declares emergency, effective on passage.
Provides permanent revenue stream from Oregon Marijuana Account to fund ] Appropriates moneys from General Fund to Oregon Business Development Department to be used for Economic Equity Investment Program created under chapter 103, Oregon Laws 2022 (Enrolled Senate Bill 1579). Authorizes grant recipients to allocate grant moneys to any entity lawfully organized and operating under state law. Requires department, during rulemaking process, to consult persons and communities most likely to be affected by program. Repeals sunset of Broadband Fund and related program. Redefines "underserved area" and "unserved area" for purposes of program related to Broadband Fund for providing grants or loans to assist with broadband service infrastructure and digital-related projects. Removes certain customer preferences in making broadband service infrastructure grant or loan award decisions under program.
Returns to Metro urban growth boundary certain land removed by Metro ordinance. Prohibits Metro from removing land from urban growth boundary without consent of county and any city in which land is located. Declares emergency, effective on passage.
Establishes Public Defense Services Student Loan Repayment Assistance Program in Oregon State Bar to provide forgivable loans to eligible public defense attorneys and staff members for outstanding student loans. Directs Oregon State Bar to report annually to committee or interim committee of Legislative Assembly related to judiciary on program. Creates subtraction from federal taxable income for loan repayment assistance received under program. ] Appropriates moneys to Judicial Department for transfer to Oregon State Bar for purpose of program. ] Modifies provisions relating to compensation, resources and training provided to public defense providers. Directs Public Defense Services Commission to report to committees of Legislative Assembly related to judiciary during each odd-numbered year regular session. Authorizes commission to provide grants to certain entities and law schools. Directs commission to conduct outreach at law schools. Takes effect on 91st day following adjournment sine die.
