Rep. Janelle Bynum

Requires Oregon Health and Science University, in consultation with Oregon Department of Administrative Services and Department of Revenue, to conduct study to determine how best to revise repayment method for individuals who receive scholarship from Scholars for a Healthy Oregon Initiative, but who do not fulfill required service agreement. Directs university to submit findings to interim committees of Legislative Assembly related to higher education not later than September 15, 2024. Prohibits university from requiring repayment from individuals who fail to complete service agreement until July 2, 2025.

Directs Oregon Health Authority to establish Oral Health Advisory Committee and Office of Oral Health. Directs dental director to oversee office and to publish on website and submit to Legislative Assembly and other entities annual oral health summary surveillance report. Takes effect on 91st day following adjournment sine die.

Defines "dangerous to self or others" for purpose of taking person with mental illness into custody. Describes evidence that court must consider in civil commitment proceedings.

Authorizes Oregon Business Development Department to provide financial assistance to projects related to industrial land. Extends sunset of Oregon Industrial Site Readiness Program. Establishes Industrial Site Loan Fund in State Treasury. Appropriates moneys for deposit in Oregon Industrial Site Readiness Program ] fund for purpose of funding financial assistance to industrial land projects . Declares emergency, effective on passage.

Authorizes civil commitment of person with substance use disorder who meets criteria for civil commitment of person with mental disorder.

Requires Oregon Business Development Department and Housing and Community Services Department to provide grants and loans for housing. Appropriates moneys from General Fund to department ] departments to fund grants and loans. Sunsets January 2, 2026. Takes effect on 91st day following adjournment sine die.

Requires Oregon Medical Board to consider certain medical practice settings in determining whether to discipline physician. Adds representative of Department of Corrections and representative of Oregon State Hospital to board. Takes effect on 91st day following adjournment sine die.

Appropriates moneys to Oregon Watershed Enhancement Board for deposit in Oregon Agricultural Heritage Fund for hiring related to Oregon agricultural heritage programs. Appropriates moneys to board for deposit in Oregon Agricultural Heritage Fund for purposes related to grant programs. Declares emergency, effective on passage.

Establishes requirements for informal workgroups ] work groups and task forces established by statute or member of Legislative Assembly . Directs Oregon Department of Administrative Services to establish program for compensating eligible members of informal workgroups and task forces. Appropriates moneys from General Fund to department for program. ].

Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.
