Modifies abbreviated school day program requirements. Requires that parent or foster parent must give informed and written consent for student with disability to be placed on program. Prescribes duties of school district superintendent and Department of Education in relation to abbreviated school day programs. Directs school districts to provide notice to parents or foster parents of every student with disability who was on abbreviated school day program at end of 2022-2023 school year or who had abbreviated school days during 2022-2023 school year. Prescribes requirements of notice. Declares emergency, effective on passage.

Declares legislative intent to address inequities facing Compact of Free Association islanders residing in State of Oregon.

Modifies definition of "compensation," for purposes of pay equity requirements, to exclude hiring bonuses and retention bonuses. ] Permits employer to pay employees at different compensation levels pursuant to retention bonus provided that employer does not discriminate in payment of retention bonus, and that retention bonus accounts for entire compensation differential. Declares emergency, effective on passage.

Directs Oregon Criminal Justice Commission to convene advisory council to consider policy implications of identifying specific crimes for which conviction is disqualifying conviction for individuals seeking licensure or registration from Teacher Standards and Practices Commission or seeking employment or contract with school district. Requires Oregon Criminal Justice Commission to submit findings to interim committees of Legislative Assembly related to education and judiciary not later than September 15, 2024. Declares emergency, effective on passage.

Directs State Treasurer to establish linked deposit program under which State Treasurer purchases investment instruments from qualified depository at below-market rates and qualified depository issues below-market rate loans to minority-owned businesses, woman-owned businesses or businesses that service-disabled veterans own.

Directs department to make information received from audit reports available on department's website. Directs department to convene advisory committee to make recommendations related to budgeting, accounting and expenditures of school districts and education service districts. Directs department to make biennial report to interim committees of Legislative Assembly related to education that provides aggregate school district and education service district expenditures of State School Fund moneys for purpose of assisting Legislative Assembly in developing biennial budget.

Establishes Oregon Spirits Board as semi-independent state agency to develop and promote Oregon's distilled spirits industry. Imposes 50 cents per bottle surcharge on distilled liquor manufactured in Oregon. Takes effect on 91st day following adjournment sine die.

Requires Southern Oregon University, subject to appropriation of sufficient moneys, to address state's behavioral and mental health needs by materially increasing number of mental health practitioners who graduate in southern Oregon and teaching behavioral and mental health competencies through alternative academic pathways. Appropriates moneys to Higher Education Coordinating Commission for allocation to Southern Oregon University. Declares emergency, effective July 1, 2023.
