Relating to interactions with persons who have experienced trauma; prescribing an effective date.

Directs Department of Justice to establish program for awarding grants to law enforcement agencies and local governments for training of groups and agencies that interact with persons who have experienced trauma. Directs department to develop model training program that takes into account effects of trauma and that has objective of minimizing further trauma. Directs Department of Public Safety Standards and Training, in consultation with Department of Justice, to develop best practices for law enforcement agencies when interacting with persons who have experienced trauma that take into account effects of trauma and that have objective of minimizing further trauma. Requires law enforcement agencies to adopt appropriate best practice policies by date specified by Department of Public Safety Standards and Training. Directs Department of Public Safety Standards and Training to review and update training consistent with Department of Justice model training program for law enforcement personnel in training academy. Appropriates moneys from General Fund to Department of Justice for purpose of awarding training grants. Takes effect on 91st day following adjournment sine die.

Relating to tax programs related to forestlands; prescribing an effective date.

Repeals special assessments and property tax exemptions for forestlands covered by timber plantations and nonforested land. Requires State Forester and county assessors to develop system for forestland owners to estimate area of their forestland that is natural forest, seminatural forest, timber plantations and nonforested lands. Repeals property tax exemptions for environmentally sensitive logging equipment and skyline and swing yarders. Requires counties to use at least 30 percent of moneys received as result of changes to special assessment and property tax exemption programs for climate adaptation and climate smart forest practices. Takes effect on 91st day following adjournment sine die.

Relating to state-sponsored health benefit plans; declaring an emergency.

Allows eligible employee who declines coverage in health benefit plan offered by Oregon Educators Benefit Board or Public Employees' Benefit Board and who is enrolled as spouse or family member in another health benefit plan offered by Oregon Educators Benefit Board or Public Employees' Benefit Board to be paid employer contribution for plan that was declined. Declares emergency, effective on passage.

Relating to licensed health care providers; prescribing an effective date.

Requires physician assistants who practice medicine full-time to receive eight hours of supervision each month. Requires physician assistants who practice medicine less than full-time to receive supervision on prorated basis. Prohibits insurer offering health benefit plan from denying or discounting reimbursement for certain primary care or specialty service to certain licensed health care providers. Takes effect on July 1, 2019.

Relating to unlawful conduct in the workplace; prescribing an effective date.

Makes unlawful employment practice for employer to request employee to enter agreement that would prevent employee from disclosing or discussing conduct that constitutes unlawful discrimination, including sexual assault. Allows civil and administrative remedies for violation against unlawful employment practice. Makes unlawful employment practice for any person to aid, abet, incite, compel, coerce or conceal any acts prohibited under provisions of Act and any acts that constitute certain types of unlawful discrimination. Clarifies that employer's withholding of certain information from person who is owner, president, partner or corporate officer of employer, during course of employer's investigation, is not unlawful employment practice, provided that employer makes person aware of ongoing investigation. Allows person who is owner, president, partner or corporate officer to be held individually liable for engaging in prohibited acts. Requires all employers to adopt written policy containing procedures and practices for reduction and prevention of certain types of unlawful discrimination, including sexual assault. Requires employers to post notice in workplace and provide employees with copy of policy at time of hire. Requires Bureau of Labor and Industries to make available on bureau's website model procedures or polices that employers may use to establish employer policies. Makes voidable any agreement to pay severance pay to person found to have engaged in conduct that violates employer's policies or provisions of Act. Extends timeline for filing complaint with Commissioner of Bureau of Labor and Industries alleging certain unlawful employment practices. Extends statute of limitations from one year to seven years to file civil action for certain violations of law. Becomes operative January 1, 2020. Permits commissioner to adopt rules and take any action before operative date of Act that is necessary to enable bureau to exercise duties, powers and functions conferred on bureau. Takes effect on 91st day following adjournment sine die.

Relating to family leave.

Expands definition of "family member" for purposes of family and medical leave. Makes family and medical leave requirements applicable to all employers, regardless of size of employer. Reduces number of days and hours employee must work for employer in order to become eligible employee. Extends length of leave employee may take for bereavement. Extends length of leave employee may take for family and medical leave. Requires employer to grant family leave with pay. Allows employee to determine order in which accrued leave is to be used when more than one type of accrued leave is available to employee. Allows employee who separates employment with employer to automatically reestablish eligibility to take family and medical leave if certain conditions are met. Allows recovery of compensatory and punitive damages for civil action brought alleging violation of family and medical leave requirements.

Relating to naturopathic physicians; declaring an emergency.

Requires individual and group health insurance policies to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician. Declares emergency, effective on passage.

Relating to a right to repair digital electronic equipment; prescribing an effective date.

Requires original equipment manufacturer to make available to owner of digital electronic equipment or independent repair provider on fair and reasonable terms any part, tool, service manual or other device, implement or information that original equipment manufacturer makes available to authorized repair provider for purpose of diagnosing, maintaining or repairing digital electronic equipment that original equipment manufacturer makes or supplies. Provides that violation of Act is unlawful trade practice under Unlawful Trade Practices Act. Takes effect on 91st day following adjournment sine die.
