Requires Oregon Health Authority to analyze ground water contaminant data and provide education in areas with ground water contaminant problems. Authorizes authority to make grants and loans for purpose of assisting rental property owners and low-income property owners with installation of treatment systems. Authorizes authority to make grants to local public health authorities and other specified entities for purposes related to ensuring safe ground water. Establishes Safe Well Water Fund and continuously appropriates moneys in fund to authority for purpose of making grants and loans. Appropriates moneys from General Fund for deposit in Safe Well Water Fund. Requires, for each dwelling unit rented by landlord for which source of drinking water is well, landlord to collect and test samples of drinking water from dwelling unit for arsenic, total coliform bacteria ] E. coli and nitrates. Becomes operative March 1, 2020.

Authorizes Health Licensing Office to issue license to practice genetic counseling to qualified applicant. Defines "genetic counseling." Prohibits unlicensed use of "genetic counselor" title and practice of genetic counseling. Provides exceptions to prohibition. Allows office to impose discipline for certain violations. Directs office to provide administrative and regulatory oversight to genetic counseling program. Imposes civil penalty for violation of licensure requirements. Becomes operative January 1, 2020. Authorizes issuance of general obligation bonds for Interstate 205: Stafford Road to State Highway 213 Project. Requires Department of Transportation to consult with certain local governments impacted by state or federal highway bridge project if project costs at least $200 million. Declares emergency, effective on passage.
Prohibits virtual public school from using moneys received as distributions from State School Fund or from other state or local public sources for paying expenses incurred for advertising or other promotional materials of school. Specifies exceptions to prohibition.
Makes various changes to workers' compensation laws of this state. ] Provides that diagnostic services are compensable under workers' compensation law after industrial accident or occupational disease has been determined to be compensable and if diagnostic services are reasonable and necessary to identify nature or extent of medical condition that may be related to industrial accident or occupational disease. Specifies certain limitations. Provides that employer bears burden of proof in denial of coverage that otherwise compensable condition is no longer major contributing cause of need for treatment and disability of combined condition. Declares emergency, effective on passage.
Requires health benefit plan , coverage ] other than employer-sponsored plan, that covers cost of pregnancy care and childbirth to cover cost of pregnancy care and childbirth for surrogate mothers ] enrollee who is surrogate. Prohibits plan from requiring enrollee to reimburse plan for plan's costs or to assign to plan right to receive surrogacy payment.
For purposes of taxpayer election of reduced tax rate for certain pass-through income, reduces tax rates, reduces maximum eligible income and modifies employment requirements. Applies to tax years beginning on or after January 1, 2020. Takes effect on 91st day following adjournment sine die.

Allows individuals who do not qualify for medical assistance or premium tax credits under Affordable Care Act to enroll in coordinated care organizations by paying premiums that cover actuarial value of health services. Requires Oregon Health Authority to administer program. ] Requires Oregon Health Authority to develop plan for Medicaid Buy-In program or public option for Oregon residents who do not have access to health care. Specifies requirements for plan. Requires authority to report plan to Legislative Assembly by May 1, 2020. Requires that report include recommendations for legislative changes necessary to implement plan and any federal approval that will be required to implement plan.
