Prohibits employers from permitting or requiring agricultural workers to work in excess of maximum allowable hours unless workers are compensated for overtime hours worked. Specifies exemptions to overtime compensation requirements. Requires Employment Department, in consultation with Bureau of Labor and Industries, Department of Revenue and State Department of Agriculture, to submit report to interim committees of Legislative Assembly related to agriculture on identified economic impacts of overtime compensation requirements under Act. Requires division of Oregon Department of Administrative Services that serves as office of economic analysis to include in economic forecast for biennium any available relevant economic and wage data related to agricultural economy as impacted by overtime compensation requirements. Requires State Department of Agriculture and Oregon Business Development Department to make recommendations for legislation to regular or interim committee of Legislative Assembly related to agriculture on available options for establishing grant, loan or other lending program to provide financial assistance to employers to mitigate costs associated with compliance with overtime compensation requirements. Creates refundable income or corporate excise tax credit allowed to employer for excess amount of wages paid as overtime pay to agricultural workers. Provides for administration of credit by Department of Revenue. Directs department to issue notice to taxpayers that meet application requirements and indicate maximum amount of credit allowed. Provides for Legislative Assembly to use reports submitted by agencies to adjust tax credit provisions and revise rates if deemed appropriate. Applies to tax years beginning on or after January 1, 2023 , and before January 1, 2029 ]. Takes effect on 91st day following adjournment sine die.

Requires Department of Transportation to establish program to reduce greenhouse gas emissions that assesses greenhouse gas emissions attributable to certain covered materials department uses in construction and maintenance activities for state's transportation system, conducts life cycle assessments for selected set of construction and maintenance activities and devises strategies for reducing greenhouse gas emissions. Specifies required scope and content of program. Requires department, in making procurements in connection with program, to require contractors to submit environmental product declarations before installing covered materials. Specifies exceptions. Prohibits department from using environmental product declarations to rank or score bid or proposal before January 1, 2027. Requires department to establish grant program to assist bidders and proposers in preparing or submitting environmental product declarations. Requires department to establish technical advisory committee and specifies matters on which committee will advise department. Requires department to report annually to Oregon Transportation Commission and interim committee of Legislative Assembly related to transportation concerning implementation of program. Establishes Medium and Heavy-Duty Electrification Charging Fund in State Treasury, separate and distinct from General Fund, and continuously appropriates moneys in fund to Department of Environmental Quality for grant program to support zero emission vehicle charging and fueling infrastructure. Requires Oregon Health Authority, guided by advisory committee to be convened by authority, to provide grants to operate two culturally and linguistically specific mobile health units, as pilot program, to improve health outcomes of Oregonians impacted by racism. Specifies membership of advisory committee. Requires authority to study feasibility of expanding mobile health units statewide and to provide interim report on findings to Legislative Assembly by December 31, 2025, and final report by June 30, 2026. Specifies criteria for study. Sunsets January 2, 2027. Requires authority, based on recommendations from task forces convened by Oregon Advocacy Commissions Office, to develop recommendations on how to fund robust culturally and linguistically specific intervention programs designed to prevent or intervene in health conditions that result in inequitable and negative outcomes for individuals who are Black or indigenous, people of color and members of tribes. Requires office to report recommendations to Legislative Assembly by November 1, 2023. Requires authority, no later than November 30, 2023, to report to Legislative Assembly on development of recommendations for funding robust culturally and linguistically specific intervention programs and to report final recommendations by November 1, 2024. Sunsets January 2, 2025. Declares emergency, effective on passage.
Clarifies prohibitions regarding provisions that may not be included in agreements between employers and former, current or prospective employees. Specifies circumstances under which certain prohibited provisions may be included in agreements that release claim brought against employer for certain unlawful conduct. Establishes conduct that constitutes violation of prohibitions. Creates exemptions to prohibitions. Allows recovery of civil penalties for certain violations. Requires mediator in mediation concerning allegations of certain unlawful conduct to provide person who is party to mediation and who is not represented by attorney with copy of certain policies concerning prevention of certain unlawful conduct. Provides that mediation communications relating to certain allegations of misconduct are not confidential and may be admitted as evidence. ] Requires employers to provide copy of employer's written policies against unlawful discrimination and harassment to person with whom employer seeks to enter into certain agreements.
Provides for nonprofit organization that addresses and executes worker relief to serve as fiscal agent to award grants to organizations to provide services related to immigration matters through universal representation program. Requires fiscal agent to report annually to appropriate committee or interim committee of Legislative Assembly, Oregon Department of Administrative Services and Legislative Fiscal Officer. Directs Chief Justice of Supreme Court to transfer funds to Oregon State Bar for use by Legal Services Program to provide legal services to individuals on immigration matters and related matters. Establishes Universal Representation Fund in State Treasury. Appropriates moneys from General Fund to Oregon Department of Administrative Services for purposes of deposit in Universal Representation Fund. Appropriates moneys from General Fund to Judicial Department for purposes of transfer to Oregon State Bar. Declares emergency, effective on passage.

Establishes Veterans Dental Program in Oregon Health Authority to provide oral health care to low-income veterans who reside in Oregon beginning in 2023. Specifies eligibility requirements for program. Provides that character of discharge does not affect eligibility. Directs Department of Veterans' Affairs to create criteria for waiver to eligibility requirement that veteran be discharged or released under honorable conditions when discharge or release is result of discriminatory policies or practices. Authorizes county or tribal veterans' service officer to grant waiver in accordance with department criteria. ] Takes effect on 91st day following adjournment sine die.
Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.
Authorizes health care practitioner authorized in another state or United States territory to practice in this state without compensation for specified number of days without obtaining licensure in this state. Defines "health care practitioner." Requires health care practitioner to submit specified information to health professional regulatory board , including proof that health care practitioner is in good standing in all jurisdictions in which health care practitioner is authorized to practice . Exempts health care practitioner from licensure requirements of this state. Prohibits hospital or other health care facility from using services of health care practitioner to meet staffing needs during labor dispute. Takes effect on 91st day following adjournment sine die.
