Makes routine staying of Water Resources Commission or Water Resources Department final order upon filing of petition for judicial review inapplicable if order enforces terms and conditions of use of water or priority of use of water. Establishes conditions for court stay of commission or department order that enforces terms and conditions of use of water or priority of use of water. Provides that if petitioner files undertaking, and court rules against petitioner or petitioner voluntarily withdraws petition regarding order enforcing terms and conditions of use of water or priority of use of water, court may award commission or department attorney fees and costs out of undertaking. Takes effect on 91st day following adjournment sine die.

Prohibits aerial pesticide applicator from spraying or otherwise applying by aircraft pesticide product containing chlorpyrifos. Prohibits person from applying pesticide product containing chlorpyrifos within 300 feet of campus of school. Requires person that employs worker to take steps to ensure that worker does not enter into area in which pesticide product containing chlorpyrifos was applied within eight preceding calendar days. Effective January 1, 2022, prohibits sale, purchase or use of pesticide product containing chlorpyrifos. Requires State Department of Agriculture to revoke, on January 1, 2022, pesticide registrations for pesticide products containing chlorpyrifos. Declares emergency, effective on passage.

Requires health care providers, including coordinated care organizations, and ] companies providing health care interpreters to health care providers to use health care interpreters who are listed on health care interpreter registry as being qualified or certified by Oregon Health Authority. Directs Commissioner of Bureau of Labor and Industries to establish by rule standards, policies and processes to monitor compliance with and enforce requirements. Requires authority to cooperate with Oregon Council on Health Care Interpreters to ] establish registry of qualified and certified health care interpreters and provide statewide health care interpreter training . Requires authority, by September 15, 2020, to make recommendations ] report to interim committee of House of Representatives related to health on design of health care interpreter program meeting specified criteria ] costs to implement establishment of health care interpreter registry and to provide health care interpreter training . Requires companies providing health care interpreters to register with authority and meet certain requirements. ] Makes health care interpreters subject workers for purposes of workers' compensation benefits.
