Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures, required fees and persons that are exempt from requirement. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative on July 1, 2021. Requires health care providers, including coordinated care organizations, and ] companies providing health care interpreters to health care providers to use health care interpreters who are listed on health care interpreter registry as being qualified or certified by Oregon Health Authority. Specifies ] Requires authority to adopt by rule exceptions. Directs Commissioner of Bureau of Labor and Industries to establish by rule standards, policies and processes to monitor compliance with and enforce requirements. Requires authority to cooperate with Oregon Council on Health Care Interpreters to ] establish registry of qualified and certified health care interpreters and provide statewide health care interpreter training . Requires authority, by September 15, 2020, to make recommendations ] report to interim committee of House of Representatives related to health on design of health care interpreter program meeting specified criteria ] costs to implement establishment of health care interpreter registry and to provide health care interpreter training . Requires companies providing health care interpreters to register with authority and meet certain requirements. ] Makes health care interpreters subject workers for purposes of workers' compensation benefits. Requires each public post-secondary institution of education to develop and use assessment system to determine student eligibility to enroll in lower-division collegiate coursework in English or mathematics. Sets forth requirements of assessment system. ] Prohibits public institution of higher education from requiring student to enroll in course designed to prepare student for enrollment in lower-division collegiate coursework in writing or math unless student was evaluated for placement through specified assessment systems. Requires each institution to report to Higher Education Coordinating Commission list of what measurements will be used in assessment system no later than December 31, 2020. Declares emergency, effective on passage.
Establishes Rural System Development Charges Program within Housing and Community Services Department to pay system development charges for rural affordable multifamily housing. Establishes Rural System Development Charges Fund. Appropriates moneys from General Fund to department for purposes of program. Sunsets June 30, 2027. Takes effect on 91st day following adjournment sine die.
Increases rate of privilege tax imposed on Oregon motor vehicle dealers upon retail sale of taxable motor vehicle and rate of use tax imposed on storage, use or other consumption in this state of taxable motor vehicle purchased at retail. Applies to any taxable motor vehicle sold at retail in any jurisdiction within or outside this state that is registered by purchaser residing within county any part of which is situated within boundaries of metropolitan service district to address within district ] county . Directs revenue from increase in privilege tax to be used to supplement rebates otherwise made under zero-emission and electric vehicle rebate program and Charge Ahead Oregon Program with respect to taxable motor vehicles registered by purchaser residing within county any part of which is situated within boundaries of metropolitan service district to address within county . Requires electric companies, Oregon Community Power and consumer-owned utilities to collect one percent public purpose charge from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Requires investment of public purpose charge funds in programs to accelerate transportation electrification and grid modernization efforts that support transportation electrification. Authorizes certain retail electricity consumers to direct their own transportation electrification projects and receive credit against public purpose charges. ] Requires electric companies to invest amount in programs to support acceleration of transportation electrification that is equal to no less than one-half of one percent of total rates collected annually from retail electricity consumers located within part of service area that is within Portland metropolitan service district. Modifies provisions relating to transportation electrification. Directs Public Utility Commission to submit annual report to Legislative Assembly on programs . Takes effect on 91st day following adjournment sine die.
Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on July 1, 2021. Allows person to bring civil action alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on January 1, 2022. ] Limits authority of school district to become member of voluntary organization that administers interscholastic activities unless organization implements policy that prohibits discrimination based on race, color or national origin. Clarifies meaning of race to include natural hair, hair texture, hair type and protective hairstyles for purposes of prohibited discrimination under antidiscrimination statutes. Clarifies that valid dress code or policy may not have disproportionate adverse impact on members of protected class.
Authorizes Office of Child Care to award grants to child care facilities supporting large employers. Appropriates moneys from General Fund to office for program. Sunsets program January 2, 2022. Creates income tax credit for lessors of real property leased to certified child care facilities. Creates income tax credit for child care facilities with staff members who received 18 or more clock hours of training related to child care. Creates income tax credit for child care facilities rated three stars or higher with quality rating and improvement system. Applies to tax years beginning on or after January 1, 2021, and before January 1, 2027. Includes attempts to obtain commercial advantage in provision of child care service as form of false reporting of child abuse. Allows all residential structures to be used as certified or registered family child care homes. Prohibits conditions on child care facilities that are more restrictive than other uses allowable within land use zone. Allows development of child care facilities as conditional use on lands zoned for exclusive farm use. Takes effect on 91st day following adjournment sine die.
Directs Oregon Criminal Justice Commission to establish, in collaboration with Department of Corrections, Family Preservation Project pilot program at Coffee Creek Correctional Facility. Provides that program shall be administered by YWCA of Greater Portland. Specifies goals of program and services that may be provided. Requires commission to perform analysis of program and report results of analysis to Legislative Assembly beginning September 15, 2022, and every two years thereafter. Appropriates moneys to Oregon Criminal Justice Commission for distribution to YWCA of Greater Portland for purposes of program. Sunsets program on January 1, 2027. Declares emergency, effective on passage.
Requires State Department of Agriculture to adopt rules governing inspection of wholly intrastate processing and sale of beef and lamb. ] Authorizes State Department of Agriculture to adopt rules establishing program of state inspection for processing and sale of meat products from amenable species, including but not limited to cattle and sheep. Authorizes department to adopt rules establishing program of state inspection for processing and sale of meat products from nonamenable species, as defined by department by rule.
