Directs insurer to consider only specified information in determining rates for motor vehicle liability insurance policy. Prohibits insurer from considering other specified information in determining eligibility, rates or premiums for motor vehicle liability insurance policy. Permits insurer, under specified circumstances, to consider abstract of individual's nonemployment driving record when evaluating individual's application to obtain or renew motor vehicle liability insurance. Prohibits insurer from using credit history to determine eligibility, rates or premiums for motor vehicle liability insurance. Becomes operative on January 1, 2024. Takes effect on 91st day following adjournment sine die.

Establishes Oregon Election Coverage Fund. Appropriates moneys in fund to Secretary of State for purpose of awarding grants to not-for-profit corporations that commit to using grant moneys for sole purpose of providing news coverage or otherwise publicly disseminating information directly related to Oregon elections. Sunsets fund and grant program on July 1, 2033. Requires secretary to conduct study on how best to expand scope of voters' pamphlet to include video and audio content and how to utilize radio, television and Internet to publicly disseminate information currently included in voters' pamphlet. Directs secretary to submit findings, including recommended legislation, to interim committees of Legislative Assembly related to elections not later than December 31, 2024. Appropriates moneys to secretary for purpose of conducting study. Declares emergency, effective July 1, 2023.
Authorizes federal firearms licensee or other person to enter into firearm hold agreement with firearm owner. Provides immunity from liability for person who takes possession of firearm pursuant to firearm hold agreement except in actions arising from unlawful conduct. Directs Oregon Health Authority to establish grant program to fund storage of firearms pursuant to firearm hold agreement. Appropriates moneys to authority to fund grants. Requires that training course for concealed handgun license include use of firearm hold agreements for firearm suicide prevention. Provides that transfer of firearm pursuant to firearm hold agreement is exempt from private transfer criminal background check requirement.
Proposes amendment to Oregon Constitution to establish alternative veto reconsideration process by which, after new Legislative Assembly convenes, simple majority of both houses is needed to pass into law vetoed bill, vetoed single item in appropriation bill or vetoed emergency clause. Refers proposed amendment to people for their approval or rejection at next regular general election.
Provides that Legislative Assembly finds and declares that home rule cities and counties have constitutional authority to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure. Permits cities and counties, whether home rule or not, to prohibit or limit use of fossil fuels in new buildings or installation of fossil fuel infrastructure. Declares emergency, effective on passage.
Modifies definition of "food services establishment." Repeals provision of predictive work scheduling statutes that permitted employer to maintain voluntary standby list of employees whom employer may ask to work additional hours in certain circumstances. Makes conforming changes.
