Requires person who owns, operates or controls high energy use facility to ensure that greenhouse gas emissions associated with electricity used by high energy use facility are reduced to 60 percent below baseline emissions levels by 2027, 80 percent below baseline emissions levels by 2030, 90 percent below baseline emissions levels by 2035 and 100 percent below baseline emissions levels by 2040. Requires person to provide annual report to Department of Environmental Quality to demonstrate compliance. Imposes civil penalty of $12,000 per megawatt-hour in violation for each day of violation. Excludes property that is or is part of high energy use facility from enterprise zone tax benefits unless amount of greenhouse gas emissions associated with electricity that high energy use facility uses complies with amount of greenhouse gas emissions associated with electricity permitted for high energy use facilities.

Modifies firearm permit application and issuance process. Provides that permit agent is Department of Transportation and modifies qualifications to obtain permit. Directs Department of State Police to annually perform criminal background check on permit holders and to contract with entity to perform equity analysis on changes to permit system. Provides that verification of permit eliminates criminal background check requirement at time of firearm transfer. Takes effect on 91st day following adjournment sine die.
Directs Corrections Ombudsman to support Department of Corrections' continuous quality improvement efforts, and to provide report to Governor and committees or interim committees of Legislative Assembly detailing staffing and resources needed to fulfill powers and duties of office within six months of appointment of ombudsman. Directs Department of Corrections to ensure all persons confined in department institutions have access to mental health and substance use disorder treatment. Directs department to ensure all persons confined in department institutions have access to personal electronic devices. ].
Transfers jurisdiction of portion of Hall Boulevard to City of Tigard. Directs Department of Transportation to upgrade portion of Hall Boulevard to state of good repair before transfer. Appropriates moneys from General Fund to department for costs of upgrading. Declares emergency, effective July 1, 2023.
Exempts electric vehicles from motor vehicle privilege and use taxes. Takes effect on 91st day following adjournment sine die.
Specifies property and funds of judgment debtor that are exempt from execution or garnishment. Permits plaintiff to bring action, including class action, for unlawful debt collection practice within six years after discovering unlawful practice and increases amount of recoverable statutory damages. Takes effect on 91st day following adjournment sine die.
Establishes Oregon Right to Rest Act. Makes violation unlawful practice enforceable by Commissioner of Bureau of Labor and Industries or by civil action. Takes effect on 91st day following adjournment sine die.
