Imposes 9-8-8 tax on consumers and retail subscribers who have telecommunications service or interconnected Voice over Internet Protocol service and who have prepaid telecommunications services, to pay for crisis services system. Exempts from taxation telecommunications services provided, based on need, under plan of assistance. Applies to subscriber bills issued and retail transactions made on or after January 1, 2024 , and before January 1, 2030 . Requires city to enter into memorandum of understanding with county regarding provision of mobile crisis intervention services. Takes effect on 91st day following adjournment sine die.

Prohibits person from using specified types of animals in traveling animal act. Provides certain exemptions from prohibition. Punishes by maximum of six months' imprisonment, $2,500 fine, or both. Authorizes court to require person convicted of violation to forfeit animal used in violation.
Provides that unit of government may not assess toll on state highways or interstate highways located in tri-county area unless Department of Transportation conducts and submits equity plan for approval by affected counties. Declares emergency, effective on passage.
Prescribes manner in which Commissioner of Bureau of Labor and Industries shall classify status of individual as employee or independent contractor for purposes of wage and hour laws and employment discrimination laws. Modifies criteria under which person is considered to be customarily engaged in independently established business for purposes of statutory definition of independent contractor. Creates rebuttable presumption that individual who performs services for remuneration for hiring entity is employee when employment status of individual is at issue.
