Directs Department of Education to coordinate with Oregon FFA Association to increase student achievement and improve college preparation and career placement for students enrolled in agricultural education courses. Directs department to establish grant program for purpose of funding extended duty contracts to allow school district personnel to manage agricultural science and technology programs of study during summer months. Declares emergency, effective July 1, 2019.

Requires long term care facilities, conversion facilities and residential care facilities providing care to six or more residents to adopt specified protocols and procedures regarding preventing and reporting disease outbreaks. Requires facilities to have designated individual with specialized training to be responsible for carrying out infection prevention and control protocols. Requires Department of Human Services, in coordination with Oregon Health Authority, to communicate regularly with facility administrators regarding best practices and protocols and to notify facilities of elevated risk of disease outbreak in facility's community. Requires administrators and certain employees of facilities and adult foster homes to be trained in preventing and containing disease outbreaks and reporting disease outbreaks. Requires long term care facilities, conversion facilities and residential care facilities providing care to six or more residents to have inspection by department of kitchen and other areas where food is prepared to ensure compliance with health and sanitation laws. Requires Long Term Care Ombudsman to notify licensing agency about any disease outbreak reported to ombudsman by residents or identified by ombudsman and to train designees on how to identify and report disease outbreaks. Applies to licenses issued or renewed on or after January 1, 2021.

Expands types of entities that may receive grant from Farm-to-School Grant Program to purchase food produced or processed in state or to identify sources of foods or to process foods. Expands purposes for which grant may be used. Creates grant to encourage and sustain successful efforts related to program. Expands types of entities that may receive grant for food-based, agriculture-based or garden-based educational activities. Directs Department of Education to evaluate effectiveness of program and to ensure that technical assistance, training and resources are provided to certain entities. Declares emergency, effective July 1, 2019.

Establishes Task Force on Access to Quality Affordable Child Care to solicit input from underserved populations, to research past and current use of child care subsidies, to study state and federally funded child care and early learning programs, to develop recommendations to improve access to and affordability of child care and to report recommendations to Legislative Assembly no later than September 15, 2020. ] Sunsets December 31, 2020. ] Establishes Task Force on Access to Quality Affordable Child Care to study ways to increase use of and access to child care subsidies and to report recommendations to Legislative Assembly no later than December 31, 2020. Directs Early Learning Division to study existing child care subsidy programs in Oregon and submit report of its findings to task force no later than December 31, 2019. Directs division to study supply and demand for child care by geography and household demographic information and submit report of its findings to task force no later than June 30, 2020. Directs division to study barriers to accessing existing child care subsidies and submit report of its findings to task force no later than June 30, 2020. Authorizes division to contract with third-party research organization to assist with or complete study or report obligations. Sunsets January 2, 2021. Declares emergency, effective on passage.

Establishes COFA Dental Program in Oregon Health Authority to provide dental care to low-income citizens of Pacific Islands in Compact of Free Association who reside in Oregon and lack access to affordable dental coverage. Specifies eligibility requirements for program and duties of authority in administering program. ] Appropriates moneys to Department of Consumer and Business Services to contract with vendor to conduct demographic study of dental needs and geographic distribution of COFA citizens in this state and to issue request for information to gauge interest and determine capacity of dental care organizations to provide oral health care to COFA citizens. Requires department to report to interim committees of Legislative Assembly related to health, no later than April 15, 2020, findings of study and cost of administering program to provide oral health care to COFA citizens residing in this state. Declares emergency, effective on passage.

Requires that for person who completes prior educational requirements to participate in Oregon Promise program while confined in correctional facility, six-month period to enroll in courses to participate in program begins after person is first released from correctional facility. Authorizes Higher Education Coordinating Commission to waive requirement that person enrolled in program must enroll in sufficient number of credit hours to be considered at least half-time student, under specified circumstances.

Allows State Department of Fish and Wildlife to refuse or condition disclosure of information relevant to department ability to manage or protect described fish or wildlife species or individual members or populations of species. Creates exceptions ] exception to refusal authority . Exempts information from disclosure as public record. Makes disclosure criteria and public record law exemption retroactive to September 1, 2018. Validates department nondisclosures of information since September 1, 2018. Sunsets January 2, 2024. Declares emergency, effective on passage.

Limits actions of persons that take clams for commercial purposes. ] Requires State Department of Fish and Wildlife to limit take of clams for commercial purposes. ] Requires State Department of Fish and Wildlife to annually assess take of clams for commercial purposes in Oregon and produce certain surveys of clam populations every six years. ] Establishes permit fees for resident and nonresident permits to take clams for commercial purposes. ] Requires State Department of Fish and Wildlife to produce survey of bay clam populations in priority areas of Tillamook Bay. Requires department to establish and appoint Tillamook Bay Clam Advisory Committee. Specifies advisory committee duties. Provides time lines for appointment and initial meeting of advisory committee. Requires department to report to interim committee of Legislative Assembly on or before December 31, 2022, regarding advisory committee recommendations.

Establishes Oregon Conservation and Recreation Fund. Appropriates fund moneys to State Department of Fish and Wildlife for carrying out activities serving to protect, maintain or enhance fish and wildlife resources in Oregon. Establishes Oregon Conservation and Recreation Advisory Committee to review department policies regarding use of fund moneys and make recommendations regarding use of fund moneys for implementing and administering department activities. Provides for transferring specified amount of moneys ] Appropriates moneys from General Fund to Emergency Board for allocation to department for purposes of Oregon Conservation and Recreation Fund for biennium beginning July 1, 2019. Makes release of appropriation by board to department contingent on deposit into fund of equal amount of moneys from sources other than federal or state government. Abolishes fund July 1, 2021, and transfers available fund moneys to General Fund. Sunsets related activities and advisory committee January 2, 2022. Declares emergency, effective July 1, 2019.

Requires health benefit plans that cover radiation therapy for cancer to cover proton beam therapy on basis no less favorable than other covered benefits. Permits prior authorization or other utilization review.
