Requires State Department of Agriculture to adopt rules governing inspection of wholly intrastate processing and sale of beef and lamb. ] Authorizes State Department of Agriculture to adopt rules establishing program of state inspection for processing and sale of meat products from amenable species, including but not limited to cattle and sheep. Authorizes department to adopt rules establishing program of state inspection for processing and sale of meat products from nonamenable species, as defined by department by rule.
Prohibits pharmacy benefit manager from including in contract with network pharmacy term barring price increase to customer to offset estimated amount of corporate activity tax paid by pharmacy and attributable to sale of prescription drug. Authorizes Housing and Community Services Department to provide grants, loans and technical assistance to organizations increasing homeownership program access to persons of color. Exempts receipts from sales of prescription drugs by licensed pharmacies from commercial activity subject to corporate activity tax. Applies to tax years beginning on or after January 1, 2021. Takes effect on 91st day following adjournment sine die.
Proposes amendment to Oregon Constitution establishing obligation of state to ensure every resident of state access to cost-effective, clinically appropriate and affordable health care. Requires state to balance obligation to ensure health care with funding of public schools and other essential public services. Refers proposed amendment to people for their approval or rejection at next regular general election.
Commemorates centennial of Oregon's ratification of Nineteenth Amendment to United States Constitution and honors those who led woman suffrage campaign in Oregon.
Prohibits person from conducting or participating in contest, competition, tournament or derby that has objective of taking coyotes for cash or prizes. Provides that prohibition does not apply to raffle conducted by nonprofit organization if organization does not award raffle prizes based on number, weight or size of coyotes taken. Punishes violation of prohibition by maximum fine of $2,000. Provides that person violating Act forfeits remains of coyote to State Department of Fish and Wildlife. Establishes Task Force on Universal Health Care Commission ] charged with recommending to Legislative Assembly design of Health Care for All Oregon Plan, administered by Health Care for All Oregon Board to provide publicly funded, equitable, affordable, comprehensive and high quality health care to all Oregon residents. Specifies membership and duties of commission ] task force . Requires recommendations to be guided by specified values and principles. Prescribes requirements for plan design and items that commission ] task force must consider. Requires commission to first meet by November 1, 2019, and provide first report to interim committees of Legislative Assembly related to health by March 15, 2020. Requires commission ] members of task force to be appointed by May 31, 2020, and task force to submit to 2021 regular session of Legislative Assembly final recommendations by February 1, 2021, or report on work that remains to be completed ] for design of Health Care for All Oregon Plan and Health Care for All Oregon Board . Requires Oregon Health Authority to develop plan for Medicaid Buy-In program. Specifies elements that must be included in plan, to extent feasible. Requires authority to provide report to Legislative Assembly, no later than May 1, 2020, containing discussion of potential eligibility requirements for Medicaid Buy-In program or public option, options for targeting specified groups, recommendations for legislative changes necessary to implement plan and any federal approval that would be required to implement plan.
