Directs Department of Early Learning and Care to establish and adopt by rule child care assistance pilot program to provide assistance and support to long term care employees with child care needs. Sunsets program on January 2, 2026.

Repeals provisions prohibiting food and beverage providers from providing single-use plastic straws to consumers except upon request.
Provides that compensation for loss or injury to livestock or working dogs under wolf depredation compensation and financial assistance grant program must be based on multiplier of not more than seven times fair market value of livestock or working dogs and recommendation of county advisory committee.
Makes in-person voting on date of election, rather than vote by mail, standard method for conducting election. Allows any elector to request ballot that may be voted by mail if elector is unable to vote in person on date of election. Retains vote by mail as primary method for conducting election for military and overseas electors and for electors who have mailing address outside of Oregon. Requires that all ballots be returned by date of election. Removes requirement that state pay postage for ballots returned by mail.
Establishes Superintendent of Public Instruction as nonpartisan statewide elected office. Directs Superintendent of Public Instruction to convene Oregon Parents Advisory Group to advise superintendent on operations of public elementary and secondary schools.
Directs state agencies to offer reinstatement and back pay to employees who were terminated because of COVID-19 vaccine mandates.
Establishes process and requirements for establishing education savings accounts. Allows participating students to obtain grants from education savings accounts to pay for qualified education expenses for specified education expenses. Requires participating students to comply with examination requirements. First applies to 2024-2025 school year. Declares emergency, effective July 1, 2023.
Requires state agency or political subdivision of State of Oregon that possesses or controls real property within wildland-urban interface, or adjacent to privately owned real property within wildland-urban interface, to take certain actions to prevent wildfire.
Directs Department of Human Services to notify juvenile court of certain adoptive placement decisions. Provides certain prospective adoptive parents with right to be heard and opportunity to request hearing on adoptive placement decision. Grants court authority to require petition for adoption to be filed.
Modifies criteria for granting motion for intervention by person having caregiver relationship with child in juvenile dependency proceeding.
