Establishes income tax credit for volunteer firefighters. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.

Requires parent or legal guardian of student to provide written permission prior to student participating in human sexuality education course. Directs school districts to provide form for parent or legal guardian to grant permission, and requires school districts to include with form information about curriculum and how to access instructional materials. Limits provision of human sexuality education courses to grades 5 through 12. Declares emergency, effective July 1, 2023.

Allows motorcycle operator to travel between lanes of traffic under certain conditions.
Expands crime of assault in the third degree to include causing physical injury to person working in hospital while worker is performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Declares emergency, effective on passage.
Requires Oregon Health Authority to establish grant program for purpose of making grants to entities that provide services related to encouraging and assisting pregnant persons in carrying their pregnancies to term. Establishes Pregnancy Assistance Fund and continuously appropriates moneys in fund to authority for purpose of making grants. Specifies minimum biennial amount to be deposited in fund. Specifies that authority may reimburse abortions as part of state's medical assistance program only if abortion is necessary to avoid impairment of pregnant person's major bodily functions or if pregnancy is result of rape or incest. Refers Act to people for their approval or rejection at next regular general election.

Requires reports of child abuse involving children in care or custody of Department of Human Services to be investigated by Criminal Justice Division of Department of Justice. Modifies definition of "law enforcement agency" to include Criminal Justice Division of Department of Justice.

Identifies information to be provided. Requires state agencies to furnish information regarding proposed administrative rules to information system.
Limits Governor's ability to exercise authority conferred on Governor during declared state of emergency to no more than 60 days' duration, unless Legislative Assembly authorizes continued state of emergency. Requires continued authorization of state of emergency by Legislative Assembly every 60 days. Takes effect on 91st day following adjournment sine die.
