Establishes position of Tribal Relations Liaison within Department of State Police. Directs Board on Public Safety Standards and Training to ensure ] provide, no later than October 31, 2022, in report to appropriate interim committees of Legislative Assembly, operational plan for training police officers and certified reserve officers are trained ] to investigate and report cases involving missing or murdered indigenous persons. Takes effect on 91st day following adjournment sine die.

Establishes Racial Equity and Justice Youth Collaborative. Prescribes membership and duties of collaborative. Directs Department of Education to establish work group to establish standards for selection process of members of collaborative. Sunsets work group on August 30, 2023. Takes effect July 1, 2022.

Directs University of Oregon to conduct study on prevalence of child abuse in this state and to submit report regarding study to interim committees of Legislative Assembly related to human services. Appropriates moneys from General Fund to Higher Education Coordinating Commission for study and report.

Directs Department of Education to develop and implement statewide education plan for students who are Native Hawaiian or Pacific Islander. Requires all statewide education plans to include strategies that provide for alignment with other statewide education plans. Directs Department of Education to evaluate and revise processes for collection of racial and ethnic data for purpose of developing and implementing statewide education plans. Declares emergency, effective March 9, 2022.

Establishes timeline for restrictions on sales of petroleum diesel for use in motor vehicles. Establishes timeline for restrictions on purchase of petroleum diesel for use in motor vehicles by public bodies. ] Directs State Department of Agriculture to suspend enforcement of restrictions if supply of renewable diesel is determined to be insufficient to meet anticipated demand. ] Directs State Forestry Department to study feasibility of converting lignocellulosic biomass derived from invasive tree species into renewable diesel feedstocks. ] Establishes Task Force on Renewable Diesel. Directs task force to study availability of renewable diesel, estimate current and future demand for diesel fuels, study incentives for increasing availability of renewable diesel and study implications of removing petroleum diesel from state marketplace. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.

Amends requirements for residential landlords accepting applicant screening charge.

Establishes annual salary of members of Legislative Assembly equal to annual occupational mean wage estimate for ] average wage for all covered employment in Oregon for prior year. Directs that salary of members of Legislative Assembly be adjusted to conform to annual occupational mean wage estimate ] average wage for all covered employment only once every two years. Applies cost-of-living adjustment to monthly interim expense allowance received by members. Authorizes reimbursement for child care expenses child care allowance ] for members who have children or dependents under 13 years of age. Caps monthly amount of reimbursement and limits reimbursement to specified months during which regular sessions of Legislative Assembly occur. Applies to pay periods beginning on or after January 1, 2023. Takes effect on 91st day following adjournment sine die.

Establishes Medical Release Advisory Committee within State Board of Parole and Post-Prison Supervision. Specifies qualifications of members of committee. Establishes procedures by which adults in custody may apply for early medical release from custody and standards by which committee recommends release. Establishes cap on number of applications per month committee may consider until January 1, 2025. Provides for appointment of attorney upon release recommendation. Directs board to accept release recommendation of committee unless person poses danger to another person or public that outweighs compassionate reasons for release. Directs board to refer applicant to sentencing court for sentences requiring court authorization for early medical release. Establishes procedures for sentencing court to consider motion authorizing early medical release and enter supplemental judgment. Directs Department of Corrections to inform adults in custody concerning early medical release process and ensure application forms are available to all adults in custody. Authorizes department to directly refer adults in custody to board ] committee for early medical release. Directs department to refer to committee certain adults in custody with terminal illness. Specifies release process when early medical release is ordered or authorized. Directs committee to annually report data concerning early medical release to committees of Legislative Assembly related to judiciary. Prohibits prosecuting attorney from conditioning plea offer on waiver of early medical release eligibility. Increases maximum number of board members from five to six. Takes effect on 91st day following adjournment sine die.

Directs Department of Revenue to develop schedule allowing personal income taxpayers to voluntarily report taxpayers' self-identified race and ethnicity identifiers. Requires restricted access to collected data. Prohibits access to data by department collection and audit staff or by Internal Revenue Service. Prohibits commercial ] use of data by tax practitioners and tax preparation software vendors for purposes other than preparing and filing of returns . Directs department to report annually, beginning in 2023, on development and implementation of data collection schedule to appropriate committee or interim committee of Legislative Assembly related to information management and technology. Sunsets reporting requirement on January 2, 2028. Takes effect on 91st day following adjournment sine die.

Directs State Board of Education to adopt by rule procedures for receiving and investigating complaints of violations of safety, discrimination and welfare laws. ] Prescribes requirements for process of taking complaint that school or education service district is nonstandard. ] Directs State Board of Education to adopt by rule procedures for Department of Education to investigate and resolve allegations of violations of state or federal law that may result in physical harm, denial of instructional days or risk of significant harm or substantial interference with student's ability to safely access public education. Prescribes actions department may take if school district or education service district is found to be in violation of state or federal law. Directs board to adopt by rule requirements for process that education service district must use when district receives complaint that district is not meeting standards established by board. Expands investigative authority of Superintendent of Public Instruction to investigate and resolve complaints of violations relating to special education or early childhood special education. Requires department to appoint at least two individuals to act as student and family advocates. Prescribes duties of advocates. Declares emergency, effective on passage.
