Defines "undetectable firearm." Punishes manufacturing, importing, offering for sale or transferring undetectable firearm by maximum of 10 years' imprisonment, $250,000 fine, or both. Punishes possession of undetectable firearm by maximum of 364 days' imprisonment, $6,250 fine, or both. Defines "untraceable firearm." Punishes possessing, manufacturing, importing, offering for sale or transferring untraceable firearm by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and 10 years' imprisonment, $250,000 fine, or both, upon third and subsequent convictions. Defines "unfinished frame or receiver." Requires gun dealer to conduct criminal background check before transferring unfinished frame or receiver. Punishes importing, offering for sale or transferring unfinished receiver by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and 10 years' imprisonment, $250,000 fine, or both, upon third and subsequent convictions. Specifies exceptions. Punishes possession of unserialized unfinished frame or receiver by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and five years' imprisonment, $125,000 fine, or both, upon third and subsequent convictions. Provides that person commits crime if person possesses unfinished frame or receiver and is prohibited from possessing firearms. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both.

Requires pharmacist who dispenses opioid prescription to offer prescription for naloxone, or similar drug, and information about naloxone under specified circumstances. Creates exceptions to requirement to offer prescription for naloxone or similar drug. Allows pharmacy, health care professional or pharmacist to distribute and administer drug similar to naloxone. Allows certain persons to administer, to individual experiencing opioid overdose, drug similar to naloxone that was not distributed to individual. Requires pharmacies to provide written notice that drug similar to naloxone is available at pharmacy. Requires health benefit plan to provide payment or reimbursement for naloxone prescription and dispensation by pharmacist. Becomes operative January 1, 2023. Takes effect on 91st day following adjournment sine die.
Allows persons convicted of felony to register to vote, update voter registration and vote in elections while incarcerated. Specifies that person's residence is where person resided prior to incarceration. .
Increases distance from certain parts of public places and places of employment within which person may not smoke, aerosolize or vaporize inhalant from 10 feet to 25 feet. Creates exception for public places and places of employment that hold specified licenses issued by Oregon Liquor and Cannabis Commission.
Requires individual and group health insurance policies, health care service contractors and multiple employer welfare arrangements to provide reimbursement for at least three primary care visits annually in addition to one annual preventive primary care visit covered without cost-sharing. Exempts commercial plans offered to public employees by Public Employees' Benefit Board and Oregon Educators Benefit Board. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and , beginning January 1, 2024, state medical assistance program from denying coverage for services provided by behavioral health home and patient centered primary care home because services were provided on same day or in same facility. Limits copayments for services provided by behavioral health home and patient centered primary care home on same day or in same facility. Prohibits individual and group health insurance policies, health care service contractors, multiple employer welfare arrangements and , beginning January 1, 2024, state medical assistance program from requiring prior authorization for specialty behavioral health services provided at behavioral health home or patient centered primary care home.
Amends provisions of workers' compensation law related to beneficiaries. Expands scope of retaliation provision for workers' compensation benefits. Amends definitions of "beneficiary," "child" and "dependent" and replaces term "invalid" with "incapacitated."
Adds to cancers covered by rebuttable presumption of occupational disease for eligible nonvolunteer firefighters. Requires Workers' Compensation Management-Labor Advisory Committee to review material published by National Institute for Occupational Safety and Health related to cancers associated with nonvolunteer firefighters.
Directs Legislative Policy and Research Office to prepare report concerning Oregon's current framework for preventing, monitoring and responding to zoonotic disease. Directs office to present report to committee or interim committee of Legislative Assembly related to public health not later than December 31, 2022. Directs State Fish and Wildlife Commission, at commission's discretion, to review and update list of prohibited species that may not be imported, possessed, sold, purchased, exchanged or transported in this state due to certain risks to public health. Authorizes commission to institute civil suit for recovery of damages for violation of rule related to list of prohibited species. Prohibits person from selling, offering for sale or otherwise participating in sale or offer for sale of wildlife that is sold alive for purpose of human consumption. Provides that prohibition does not apply to otherwise lawful sale, offer for sale or other participation in sale or offer for sale of animal utilized in farm use or certain marine animals lawfully raised or harvested. Punishes violation by maximum of one year's imprisonment, $6,250 fine, or both. Requires commission, when adopting rules authorizing holding of wildlife, to consider public health risks, including risks of zoonotic disease transmission. Declares emergency, effective on passage.
Requires Health Information Technology Oversight Council to convene one or more groups of stakeholders and experts to explore options to accelerate, support and improve secure, statewide community information exchanges. Requires council to provide to interim committees of Legislative Assembly related to health and to human services draft report no later than September 15, 2022, and final report no later than January 31, 2023, on findings of stakeholder and expert groups and recommendations for legislative changes, if needed, to implement statewide health information and community information exchanges. Sunsets February 28, 2023. Declares emergency, effective on passage.
Directs Oregon Criminal Justice Commission to convene advisory council to assist with recommendations related to health care standards in local correctional facilities. Requires commission to submit report to interim committees of Legislative Assembly related to judiciary on or before September 15, 2022. Sunsets January 2, 2023. Takes effect on 91st day following adjournment sine die.
