Requires individual and group health insurance policies to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician.

Directs Oregon Department of Administrative Services to calculate Genuine Progress Indicator to measure economic and social welfare. Directs department to report on indicator to Legislative Assembly and Governor. Takes effect on 91st day following adjournment sine die.

Directs Newborn Bloodspot Screening Advisory Board to evaluate and make recommendations on adding diseases to Oregon newborn bloodspot screening panel under specific circumstances. Requires board to meet at least four times per calendar year. Subjects board meetings to public meetings law. Requires board to submit annual report to Legislative Assembly. Modifies certain board membership requirements.

Requires Director of Oregon Department of Administrative Services to study development and administration of program to make payments to essential workers for services performed during COVID-19 pandemic and report findings to interim committees of Legislative Assembly related to labor on or before September 15, 2023. Sunsets January 2, 2024.

Declares legislative intent to address risk to workers due to climate change impacts and climate hazards.

Directs Department of Human Services to establish program to award grants to ] distribute funds to community-based organizations to provide financial assistance to Deferred Action for Childhood Arrivals status recipients for specified purposes. Sunsets January 1, 2025. Declares emergency, effective on passage.

Appropriates moneys from General Fund to Department of Education for Educator Advancement Council to provide professional learning opportunities related to ethnic studies standards adopted by department. Declares emergency, effective on passage.

Proposes amendment to Oregon Constitution to specify that section restricting certain banks does not prohibit establishment of bank owned or operated by State of Oregon. Refers proposed amendment to people for their approval or rejection at next regular general election.

Appropriates moneys to Department of Transportation for wildlife corridor projects. Declares emergency, effective on passage.

Directs Legislative Policy and Research Director to study use of impact statements in legislative deliberations and to report findings to Legislative Policy and Research Committee on or before February 1, 2023. ] develop pilot racial and ethnic impact statement template containing specified items. Requires director, following conferral with Senate and House Interim Committees on Rules, to select six measures enacted during 2021 regular session, apply pilot template to all six measures and report findings, process and experience on preliminary basis to House Interim Committee on Rules. Permits director, following feedback provided by House Interim Committee on Rules, to modify template and then provide final impact statements and process report to Senate and House Interim Committees on Rules and to policy committees that had heard test measures during 2021 regular session. Requires director, following presentations to interim committees, to propose policy to Legislative Policy and Research Committee that describes content, objectives and form of racial and ethnic impact statements. Requires committee to deliberate on, modify where appropriate, and adopt policy. Requires director, for odd-numbered year regular sessions occurring in 2023 or later years, to prepare racial and ethnic impact statements on limited number of legislative measures within specified policy areas. Requires statements to be prepared in conformance with policy adopted by Legislative Policy and Research Committee. Requires director, following completion of 2023 regular session, to report to House Interim Committee on Rules on racial and ethnic impact statement process. Authorizes committee to consider applying impact statement process to additional policy areas, even-numbered year regular sessions, special sessions and meetings of Emergency Board. Takes effect on 91st day following adjournment sine die. ] Declares emergency, effective on passage.
