Establishes Veterans Dental Program in Oregon Health Authority to provide oral health care to low-income veterans who reside in Oregon beginning in 2023. Specifies eligibility requirements for program. Provides that character of discharge does not affect eligibility. Directs Department of Veterans' Affairs to create criteria for waiver to eligibility requirement that veteran be discharged or released under honorable conditions when discharge or release is result of discriminatory policies or practices. Authorizes county or tribal veterans' service officer to grant waiver in accordance with department criteria. ] Takes effect on 91st day following adjournment sine die.

Requires insurer and health care service contractor to cover labor and delivery services provided at out-of-network health care facility , and medical transport of individual presenting with signs of labor from in-network facility to out-of-network facility, if services provided at out-of-network facility due solely to diversion of patient from in-network health care facility for reasons related to state or federal declaration of public health emergency. Prescribes rate of reimbursement and prohibits deductible, out-of-pocket maximum, copayment or coinsurance requirement in excess of such requirements applicable to in-network providers. Exempts Public Employees' Benefit Board and Oregon Educators Benefit Board. Requires health benefit plan coverage of emergency medical services transport of pregnant woman presenting with signs of labor between medical facilities. ] Declares emergency, effective on passage.
Authorizes health care practitioner authorized in another state or United States territory to practice in this state without compensation for specified number of days without obtaining licensure in this state. Defines "health care practitioner." Requires health care practitioner to submit specified information to health professional regulatory board , including proof that health care practitioner is in good standing in all jurisdictions in which health care practitioner is authorized to practice . Exempts health care practitioner from licensure requirements of this state. Prohibits hospital or other health care facility from using services of health care practitioner to meet staffing needs during labor dispute. Takes effect on 91st day following adjournment sine die.
Updates statutory references to individual who is not citizen or national of United States to replace "alien" with "noncitizen." Directs state agencies to use "noncitizen" in rules and regulations to reference individual who is not citizen or national of United States and to update rules and regulations that use "alien" to use "noncitizen." Authorizes agencies to amend rule without prior notice or hearing for purpose of changing term or phrase in order to conform with change made by law. Makes nonsubstantive changes.
Specifies reimbursement that must be paid by insurers covering universal newborn nurse home visiting services.
Requires Oregon Department of Administrative Services to use reasonable efforts to lease certain unused or underutilized state real property owned by department to City of Salem for use as transitional housing accommodations upon certain terms. Requires other state agencies to assist. Sunsets January 2, 2026. Declares emergency, effective on passage.
Requires electronic voter registration system to allow qualified individual to register to vote if individual has Social Security number. Requires system to enable individual to register to vote entering only final four digits of Social Security number and to electronically submit image of signature. Authorizes Secretary of State to have system include application allowing approved third-party organizations to submit registration cards electronically on behalf of individuals.
Requires person that produces intercollegiate sports team jersey, video game or trading card for profit to make royalty payment to student athlete for use of student athlete's name, image or likeness. Modifies definition of "athlete agent" to exclude individual who serves student athlete in advisory capacity on finance, business pursuit or career management decision matters and who is student of educational institution participating in clinic, studio, lab or other program created by educational institution for educational, training or support purposes. Declares emergency, effective July 1, 2022.

Requires parties to franchise agreement to deal in good faith and commercially reasonable manner, and specifies required disclosures in franchise sale transaction. Specifies requirements for franchise agreement. Prohibits certain practices in terminating or refusing to renew franchise agreement. Requires franchisor to purchase covered property from franchisee with which franchisor terminates or refuses to renew franchise agreement, and specifies exemptions from requirement. Requires franchisor to permit franchisee to sell, assign or transfer to another person franchise, all or substantially all assets of business that operates under franchise agreement with franchisor, or controlling interest or other interest in franchise under specified circumstances. Prohibits certain other conduct of franchisor. Permits franchisee to bring action for damages and equitable relief for franchisor's violation of provisions of Act.
