Requires Alcohol and Drug Policy Commission to report to interim committees of Legislative Assembly, no later than September 15 ] December 31 , 2018, its recommendations for scope and framework for its comprehensive addiction, prevention, treatment and recovery plan. Requires plan to be reviewed and updated by September 15 ] July 1 of each even-numbered year beginning July 1, 2020 . Requires Oregon Health Authority to report to Legislative Assembly on scope of alcohol and drug abuse and addiction in Oregon and on availability of prevention, treatment and recovery services. ] Grants specified powers to Director of Alcohol and Drug Policy Commission to carry out duties, functions and powers of commission. Requires Housing and Community Services Department to annually provide to each city with population greater than 10,000 data showing percentage of renter households in city that are severely rent burdened. Requires city in which at least 25 percent of renter households are severely rent burdened to complete survey related to affordability of housing within city and to hold public meeting to discuss issue. Requires each city with population greater than 10,000 to submit annual report to Department of Land Conservation and Development setting forth total number, within certain categories, of residential units permitted and produced in preceding calendar year. Appropriates moneys to Department of Land Conservation and Development for purpose of providing technical assistance to local governments in increasing affordability of housing, with priority to cities in which at least 25 percent of renter households are severely rent burdened. Appropriates moneys to Housing and Community Services Department for purpose of studying cost of affordable housing and providing technical assistance grants to promote development of subsidized affordable housing. Declares emergency, effective on passage.
Provides that person commits crime of strangulation if person knowingly impedes normal breathing or circulation of another person by applying pressure to chest of other person. Increases penalty for crime of strangulation when victim is family or household member. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Directs Oregon Criminal Justice Commission to classify felony strangulation as crime category 5 if committed against family or household member .
Requires Department of Human Services to disregard as resources moneys held in specified pension and retirement accounts in determining eligibility for temporary assistance for needy families.
Prohibits broadband Internet access service provider from disclosing, selling or permitting access to personal information of customers of provider. Creates exceptions, including exception for giving express consent. ] Requires broadband Internet access service provider to take reasonable measures to protect personal information of customers of provider. ] Requires broadband Internet access service provider to provide notice of provisions of Act to potential customers of provider. ] Makes violation of Act unlawful trade practice. ] Establishes Task Force on Broadband Security to study uniformity of laws throughout United States with respect to protecting customers of broadband Internet access service providers. Requires task force to submit report, including recommendations for legislation, to interim committee of Legislative Assembly related to judiciary no later than December 15, 2018. ] Prohibits public bodies from contracting with broadband Internet access service providers that engage in certain network management activities based on paid prioritization, content blocking or other discrimination. Provides limited exceptions, including for activities necessary to address needs of public safety and law enforcement. Becomes operative January 1, 2019. Declares emergency, effective on passage.
Requires Higher Education Coordinating Commission to provide tuition assistance for ] grants to qualified members of Oregon National Guard to attend community colleges or public universities. Declares emergency, effective on passage.
Describes fees required when person is applying to replace or renew current driver license with Real ID compliant driver license or is applying for new original driver license that is Real ID compliant. Provides that Department of Transportation may issue, renew or replace limited term driver license, limited term driver permit or limited term identification card to persons previously issued limited term driver license, limited term driver permit or limited term identification card whose Employment Authorization Document has expired under certain circumstances. Sunsets December 31, 2021.
Requires each public university to establish advisory body to advise university president on recommendations to governing board regarding resident tuition and mandatory enrollment fees. Requires public university to provide specified training and information to advisory body. Requires advisory body to document consideration of specified impacts of recommended resident tuition and mandatory enrollment fees before making recommendation to president of university to increase resident tuition and mandatory enrollment fees by more than five percent annually . Requires advisory body to provide meaningful opportunities to participate in process and deliberation of advisory body to recognized student government and other students enrolled at public university. Requires advisory body to provide written report to president of university setting forth recommendations, deliberations and observations of advisory body regarding resident tuition and mandatory enrollment fees. Specifies contents of report. Requires governing board to receive and consider written reports from advisory body when determining tuition and mandatory enrollment fees. Provides that if Higher Education Coordinating Commission must approve request by governing board to increase total of resident tuition and mandatory enrollment fees for undergraduate resident students by more than five percent, that public university will provide commission with written reports from advisory body and any other information or materials commission determines are necessary for commission to reach determination. Declares emergency, effective on passage.
Allows Health Licensing Office to issue residential care facility administrator license to qualified applicant. Renames Nursing Home Administrators Board as Long Term Care Administrators Board. Prohibits board from carrying out disciplinary action against licensee unless at least one board member who represents type of license held by licensee is present at board meetings related to disciplinary action. Requires individual currently employed as residential care facility administrator in Oregon , or individual seeking employment as residential care facility administrator in Oregon prior to January 1, 2022, to apply for residential care facility administrator license by July 1, 2019. Allows Health Licensing Office to issue provisional residential care facility administrator license to qualified individual. Requires individual who holds provisional residential care facility administrator license to obtain residential care facility administrator license not later than January 1, 2022. Declares emergency, effective on passage.
Establishes Maternal Mortality and Morbidity Review Committee to conduct studies and reviews of incidence of maternal mortality and severe maternal morbidity. Provides that information obtained, created or maintained by committee is confidential and exempt from disclosure as public record and inadmissible as evidence in judicial, administrative, arbitration or mediation proceeding. Requires committee to submit biennial report relating to maternal mortality to interim committees related to health care. Requires committee to submit first biennial report no later than January 1, 2021. Requires each biennial report submitted after January 2, 2021, to include information relating to severe maternal morbidity. Requires committee to submit progress report to interim committees related to health care no later than January 1, 2019. Requires committee to perform studies and reviews of incidence of maternal mortality no later than July 1, 2019. Requires committee to commence studies and reviews of incidence of severe maternal morbidity no later than July 1, 2021. Declares emergency, effective on passage.
