Relating to health benefit plan reimbursement of osteopathic services; and prescribing an effective date.

Requires health benefit plan that reimburses cost of osteopathic manipulative treatment by osteopathic physician to reimburse cost of evaluation that resulted in treatment. Prohibits insurer from denying reimbursement on basis that evaluation and osteopathic manipulative treatment are provided on same date. Takes effect on 91st day following adjournment sine die.

Relating to the price of prescription drugs; and declaring an emergency.

Requires prescription drug manufacturer to report annually information to Department of Consumer and Business Services regarding prices of prescription drugs and costs associated with developing and marketing prescription drugs. Authorizes department to impose civil penalties on manufacturer for failing to comply with reporting requirements. Requires health insurers that offer prescription drug benefit to report to department specified information about prescription drug prices and impact of prescription drug prices on premium rates. Authorizes department to adopt by rule fees on manufacturers. Requires department to conduct annual public hearing on prescription drug prices and related information reported by manufacturers. Establishes Task Force on the Fair Pricing of Prescription Drugs. Specifies membership and duties. Requires task force to submit report to Legislative Assembly by November 1, 2018. Declares emergency, effective on passage.

Relating to school sexual harassment policies; and prescribing an effective date.

Requires specified information to be shared with student , or ] staff member or certain person following conclusion of investigation related to sexual harassment. Directs State Board of Education to adopt requirements for school district policies on sexual harassment by staff members and students of persons who are on or immediately adjacent to school grounds, at any school-sponsored activity, on school-provided transportation or at any official school bus stop. Takes effect July 1, 2018.

Relating to damages for civil causes of action that take into account race or ethnicity of plaintiff.

Prohibits fact finder from determining plaintiff's damages for civil cause of action using calculation for projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff. ] Makes calculation of projected future earning potential of plaintiff that takes into account race or ethnicity of plaintiff inadmissible in civil action. Directs court to instruct jury in civil action involving claim for projected future earnings that jury may not consider race or ethnicity of plaintiff.

Relating to immigration.

Requires attorney who represents defendant in criminal action to inform defendant that disposition of criminal action may impact defendant's immigration status, including defendant's admissibility, deportability and eligibility for naturalization. Requires prosecuting attorney, if defendant so requests, to consider immigration consequences as mitigating factor during plea negotiations and when making sentencing recommendations to court.

Relating to health care for low-income workers; prescribing an effective date.

Establishes penalty to be imposed by Department of Consumer and Business Services on employers that offer health insurance coverage to employees but that have employees working at least 30 hours per week who receive health care coverage through medical assistance program. Appropriates penalties collected by department to Oregon Health Authority for specified purposes. Establishes remedy for employee who is retaliated against by employer for applying for or receiving medical assistance. Takes effect on 91st day following adjournment sine die.

Relating to certification requirements for certain classes of businesses; prescribing an effective date.

Permits disadvantaged business enterprise, minority-owned business, woman-owned business, business that service-disabled veteran owns or emerging small business to retain certification despite exceeding applicable cap on gross receipts if enterprise or business subcontracts to another certified enterprise or business not less than 20 percent of subcontract in which enterprise or business participates as required participant, enters into mentor relationship with other enterprise or business and otherwise remains eligible for certification. Requires contracting agency to establish technical assistance fund and reimburse expenses that enterprise or business incurs in connection with mentor relationship. Takes effect on 91st day following adjournment sine die.
