Permits Building Codes Structures Board to adopt licensing standards for performing structural masonry in essential facilities. Permits Construction Contractors Board to adopt licensing standards for applying or installing fireproofing materials in essential facilities. Requires Department of Consumer and Business Services to adopt rules to require adequate fireproofing in all newly constructed essential facilities. Specifies minimum provisions required in department's rules. Takes effect on 91st day following adjournment sine die.
Establishes tax credit against personal income taxes for purchase of qualifying gun safes or locking mechanisms. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Requires owner of public building to periodically conduct inspections and testing of fire dampers, smoke dampers, combination fire and smoke dampers and smoke control systems in public building. Specifies qualifications for inspectors. Requires inspector to issue certificate of compliance if public building complies with applicable standards or to issue deficiency report if public building does not comply. Specifies time period within which public building owner must return public building to compliance. Punishes violation of Act with civil penalty equivalent to five cents for each square foot of occupied space in public building. Authorizes additional civil penalties for continuing failure to comply. Takes effect on 91st day following adjournment sine die.
Appropriates moneys to Oregon Business Development Department for distribution to recipients for industrial lands projects. Declares emergency, effective on passage.
Directs Oregon Tourism Commission to identify, designate and monitor tourism districts in this state. Allows tourism district to apply to commission for assistance in obtaining grants from Oregon Business Development Department for community development and from Department of Transportation for community transit investments. Allows tourism district to request assistance from commission in applying for and obtaining temporary waivers of land use and building code requirements and regulations of public entities. Authorizes commission to identify and designate tourism and recreation activity that is live performance as priority tourism and recreation activity not subject to crime of unlawful recording of live performance.

Directs Oregon Department of Emergency Management to develop and implement grant program, in consultation with OregonServes Commission, to support and expand community volunteer programs related to emergency management in Oregon. Declares emergency, effective on passage.
Authorizes formation of bridge district in capital city region, consisting of Benton, Marion, Polk and Yamhill Counties. Authorizes bridge district to levy property taxes for purpose of planning, financing, constructing, operating and maintaining bridges over Willamette River in capital city region. Provides for organization of district board consisting of five members, one elected from each of four counties in capital city region and one elected from district at large. Sunsets January 2, 2028. Takes effect on 91st day following adjournment sine die.
Permits candidates to have name listed in more than one place on general election ballot if nominated for same office by multiple political parties. Allows minor political parties to use votes cast for pairing of candidate with minor political party to be used to maintain status as minor political party.
