Establishes Oregon Desalination Authority. Directs authority to study development and maintenance of desalination facilities in state. Takes effect on 91st day following adjournment sine die.
Requires Oregon Department of Emergency Management to study seaport transportation infrastructure resilience. Directs department to submit findings to interim committees of Legislative Assembly related to emergency management not later than September 15, 2024.

Authorizes Department of Justice to assist victims of domestic violence and sexual assault with housing needs. Appropriates moneys from General Fund to department for those purposes. Sunsets January 2, 2026. Declares emergency, effective July 1, 2023.
Requires school districts to encourage community engagement in budget process and to ensure that training is received on developing and understanding school district budget. Directs Department of Education to develop best practices for developing school district budgets and to make best practices available to school districts.
Requires Oregon Health Authority to contract with third party to examine restructuring of authority to improve efficiency and responsiveness. Directs authority to report findings of contractor to interim committees of Legislative Assembly related to health not later than September 15, 2024.
Modifies definition of "supervisory employee" to exclude certain strike prohibited public employees.
Requires Oregon Business Development Department to conduct study of economic development in Oregon. Directs department to submit report of study to interim committees of Legislative Assembly related to economic development no later than September 15, 2024.
Directs Oregon Department of Emergency Management to develop and implement program to reimburse certain nongovernmental entities for specified costs related to volunteers. Declares emergency, effective on passage.
