Directs Oregon Department of Emergency Management to provide technical assistance to local entities that are active in emergency preparedness, response or recovery. Directs department to issue grants for support of long-term recovery groups in Oregon. Declares emergency, effective on passage.

Directs Department of Transportation to notify vehicle dealers when department discovers documentation or fees vehicle dealer submitted to register or title vehicle are missing or incomplete. Directs department to take certain actions to allow dealer to rectify missing documentation, information or fees. Directs department to undertake study to assess delays in processing documentation and fees submitted by vehicle dealers. Provides that department report results of study and recommendations to Oregon Dealer Advisory Committee no later than September 15, 2025. Takes effect on 91st day following adjournment sine die.
Authorizes city or county to impose public transit incentive surcharge on amount of any fine for violation of city's or county's motor vehicle parking code.
Alters composition of governing boards of public universities by increasing number of student, faculty and nonfaculty staff members and requiring these members to be voting members of board. Establishes new appointment process for student, faculty and nonfaculty staff members. Alters process Governor must follow before appointing other members of governing board of public university. Establishes selection committee for Governor's appointees that requires publicly available selection criteria for all appointed board positions to be publicly posted. Establishes multiple oversight and assessment requirements for governing boards. Declares emergency, effective on passage.
Adds registered nurse who is nursing faculty member to types of providers who are eligible for income tax credit allowed to rural medical providers. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.
Requires Department of Corrections to study issues related to post-custodial workforce development in this state. Directs department to submit findings to interim committees of Legislative Assembly related to judiciary not later than September 15, 2024.
Defines "undetectable firearm." Punishes manufacturing, importing, offering for sale or transferring undetectable firearm by maximum of 10 years' imprisonment, $250,000 fine, or both. Punishes possession of undetectable firearm by maximum of 364 days' imprisonment, $6,250 fine, or both. Defines "untraceable firearm." Punishes possessing, manufacturing, importing, offering for sale or transferring untraceable firearm by maximum of $1,000 fine upon first conviction, 364 days' imprisonment, $6,250 fine, or both, upon second conviction, and 10 years' imprisonment, $250,000 fine, or both, upon third and subsequent convictions. Defines "unfinished frame or receiver." Punishes importing, offering for sale or transferring unfinished frame or receiver by maximum of $1,000 fine, or $2,000 fine if offense involves 10 or more unfinished frames or receivers, upon first conviction. Upon second conviction, punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, if offense involves 10 or more unfinished frames or receivers. Upon third and subsequent convictions, punishes by maximum of 10 years' imprisonment, $250,000 fine, or both, or 20 years' imprisonment, $375,000 fine, or both, if offense involves 10 or more unfinished frames or receivers. Specifies exceptions. Punishes possession of unserialized unfinished frame or receiver by maximum of $1,000 fine, or $2,000 fine if offense involves 10 or more unfinished frames or receivers, upon first conviction. Upon second conviction, Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, or five years' imprisonment, $125,000 fine, or both, if offense involves 10 or more unfinished frames or receivers. Upon third and subsequent convictions, punishes by maximum of five years' imprisonment, $125,000 fine, or both, or 10 years' imprisonment, $250,000 fine, or both, if offense involves 10 or more unfinished frames or receivers. Specifies exceptions. Creates crime of domestic terrorism. Punishes by maximum penalty of 10 years' imprisonment, $250,000 fine, or both. Prohibits court from sentencing person to probation if person is in possession of 10 or more unfinished frames or receivers at time of offense. Provides that person commits crime if person possesses unfinished frame or receiver and is prohibited from possessing firearms. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both. Requires gun dealer to conduct criminal background check before transferring unfinished frame or receiver.
Authorizes cities and counties to adopt program for awarding grants to developers of affordable housing and moderate income housing projects to finance certain costs associated with such housing projects. Directs ___ ] Oregon Business Development Department to develop affordable housing ] revolving loan program under which ] to make interest-free loans to participating cities and counties may award ] to fund grants to housing developers for certain eligible costs and repay loans from tax increment financing revenues derived from increase in value of housing project property ] awarded under local option housing project grant program . Exempts housing project property to which grant award relates from ad valorem property taxes. Imposes annual fee on developer of housing project in amount equal to incremental increase in property taxes, determined by subtracting taxes assessed before housing project is completed from estimated taxes to be assessed after project is completed. Increases fee by three percent for each subsequent property tax year. Provides for distribution of annual fee moneys first to fire districts in estimated amount of taxes on exempted housing project property and then to department in repayment of loan that funded grant awarded to developer for related housing project. Takes effect on 91st day following adjournment sine die.
