Rep. Paul Evans

Directs Occupational Safety and Health Division of Department of Consumer and Business Services to study potential safety benefits of screening replacement workers during labor dispute with employer that employs more than 100 employees in industry involving hazardous materials. Directs division to submit report to Legislative Assembly with findings.

Allows appointed agent or distillery retail outlet agent for Oregon Liquor Control Commission to deliver distilled liquor to retail purchaser.

Requires publicly traded corporation that makes political expenditure of more than $100 in calendar year to first obtain approval for political expenditure from shareholders by affirmative vote of majority of shares entitled to vote. Requires corporation to disclose amount, recipient and purpose of each political expenditure in excess of $100 in each calendar year. Requires directors of publicly traded corporation to disclose statement of economic interest that provides certain information with respect to director's or officer's interest in recipient of political expenditure or in candidate or expected change in policy for which publicly traded corporation made political expenditure. Becomes operative on January 1, 2020. Takes effect on 91st day following adjournment sine die.

Proposes amendment to Oregon Constitution designating offices of state Senator and state Representative as nonpartisan. Refers proposed amendment to people for their approval or rejection at next regular general election.

Requires individual and group health insurance policies to reimburse services provided by naturopathic physicians within scope of their practice if services are reimbursed when provided by licensed physicians. Requires reimbursement paid to naturopathic physician in independent practice to be in same amount as reimbursement paid to physician. Declares emergency, effective on passage.

Directs Department of Human Services to report information regarding prescription of psychotropic medications to children in foster care. Takes effect on 91st day following adjournment sine die.

Authorizes school district to allow firearm safety instruction on school property.

Requires city with population of 200,000 or fewer to establish local standards to promote housing stability no later than July 1, 2021. Requires city to review local standards at least every 10 years. Exempts from state preemption of rent control cities with populations of 200,000 or fewer that adopt local standards to promote housing stability and cities with populations greater than 200,000. Declares emergency, effective on passage.

Creates income tax credit for operation costs of housing for agricultural workers. Provides for refundability of credit and for transferability of credit earned by tax-exempt entity. Imposes limitation on total credits allowed to all owners of housing per tax year. Extends sunset for tax credits for owner or operator of agriculture workforce housing. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2026. Takes effect on 91st day following adjournment sine die.

Directs Office of Emergency Management to study and make recommendations regarding funding of search and rescue operations. Requires office to submit report on findings by January 1, 2021.
