Creates income tax credit for investment in community gardens and food banks. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2025. Takes effect on 91st day following adjournment sine die.
Directs Department of Justice to establish program for awarding grants to law enforcement agencies and local governments for training of groups and agencies that interact with persons who have experienced trauma. Directs department to develop model training program that takes into account effects of trauma and that has objective of minimizing further trauma. Directs Department of Public Safety Standards and Training, in consultation with Department of Justice, to develop best practices for law enforcement agencies when interacting with persons who have experienced trauma that take into account effects of trauma and that have objective of minimizing further trauma. Requires law enforcement agencies to adopt appropriate best practice policies by date specified by Department of Public Safety Standards and Training. Directs Department of Public Safety Standards and Training to review and update training consistent with Department of Justice model training program for law enforcement personnel in training academy. Appropriates moneys from General Fund to Department of Justice for purpose of awarding training grants. Takes effect on 91st day following adjournment sine die.
Authorizes reserve officers sponsored by law enforcement unit to pay for training as police with cash and G.I. Bill education benefits. Requires Department of Public Safety Standards and Training to increase training class sizes by up to 25 percent as necessary to train sponsored reserve officers. Requires reserve officer to remain with law enforcement unit for at least three years after certification and allows Department of Public Safety Standards and Training to suspend or revoke certification if reserve officer fails to comply without good cause. Requires Department of Public Safety Standards and Training to conduct study of impact of measure on state and local public safety budgets, recruitment of officers and maintenance of public safety and to submit report to interim committees of Legislative Assembly related to public safety.
Clarifies meaning of "provide consultative services" to require Director of Department of Consumer and Business Services to provide incentive to small employers to participate in consultative services, to provide maximum allowable protection from fines and penalties to small employers that participate in consultative services and to promote consultative services to small business community.
Urges Congress to pass legislation recognizing that full spectrum of reproductive health care is settled law and is fundamental right for all women.
Directs Department of Veterans' Affairs to develop and implement one or more pilot programs statewide to provide training, job placement services, financial assistance, technical support and business creation assistance to veterans in construction and construction materials industries. Requires report to Legislative Assembly regarding status of pilot programs by September 15, 2020. Sunsets pilot programs on December 31, 2021. Declares emergency, effective July 1, 2019.
Requires Director of Department of Consumer and Business Services to make structural specialty code requirements for seismic force resistance applicable retroactively to existing unreinforced masonry structures two or more stories above grade. Requires program for Department of Consumer and Business Services enforcement of standards in areas not served by municipal building inspection program. Requires municipality administering and enforcing building inspection programs to establish seismic rehabilitation program for unreinforced masonry structures two or more stories above grade. Provides for department or municipality to offer seismic rehabilitation agreement to property owner unless seismic rehabilitation is technically infeasible. Provides for treating structure as not conforming to structural specialty code if property owner declines agreement.
Requires city or county to approve all proposed vertical housing development projects that meet statutory requirements and additional criteria adopted by city or county and to deny certification to all proposed projects that do not. Allows judicial review for certification of projects and denial of certification. Requires city or county to send copy of certification of project to county assessor within 30 days after certification. Takes effect on 91st day following adjournment sine die.
Grants Governor authority to declare economic emergency. Authorizes state agencies to reclassify managerial employees to at-will employment status and to adjust staffing levels of managerial employees. Requires state agency that reclassified managerial employees to at-will employment status to review personnel adjustments made during economic emergency to determine value of those adjustments and to report findings to Governor and Legislative Assembly.
Authorizes formation of bridge district in capital city region, consisting of Linn, Marion, Polk and Yamhill Counties. Authorizes bridge district to levy property taxes for purpose of planning, financing, constructing, operating and maintaining bridges over Willamette River in capital city region. Provides for organization of district board consisting of four members, one elected from each of four counties in capital city region, and one member representing Department of Transportation appointed by Governor. Takes effect on 91st day following adjournment sine die.
