Provides that, when interview is element of process of selecting candidate for civil service position from eligibility list, public employer must interview each veteran applicant who meets qualifications for position and shows transferable skills if duties of position are performed by only one person within public employer's organization. ] Modifies law regarding requirement that public employer grant preference to veteran or disabled veteran in selection process for civil service position. Expands definitions of "veteran" and "disabled veteran" to include certain National Guard members. Requires evidence of eligibility and disability to be provided at time of application. Sets forth processes for granting one or more preferences. Allows public employer to exercise discretion not to appoint qualified veteran or disabled veteran to civil service position based solely on veteran's or disabled veteran's merits or qualification in final stage of selection process. Requires public employer to provide written reasons for not appointing veteran or disabled veteran to position under certain circumstances. Requires aggrieved veteran or disabled veteran to exhaust nonjudicial remedies with Bureau of Labor and Industries before filing civil action for unlawful employment practice. Prohibits public officials who are exempt employees of state government from serving in position in which public official has authority over relative or member of household of public official. Provides time periods for resolution of violations.
Proposes amendment to Oregon Constitution to permit Legislative Assembly, governing body of city, county, municipality or district, or people through initiative process, to enact laws or regulations regulating use of moneys in political campaigns. Provides that amendment to Constitution applies only to laws enacted on or after December 3, 2020. Refers proposed amendment to people for their approval or rejection at next regular general election.
Authorizes district school boards to take specified actions to facilitate creation and use of maker spaces.
Establishes Universal School Meal Account for purpose of reimbursing school districts for certain costs incurred in providing federally reimbursable meals. Provides for prioritization of distributions if funds are insufficient to make reimbursements. Declares emergency, effective July 1, 2019.
Requires that , to extent provided in Oregon Liquor Control Commission rules, wine using American viticultural area in this state as appellation of origin or implying American viticultural area as source be produced entirely from grapes grown in that American viticultural area. Creates exception. Authorizes Oregon Liquor Control ] commission to grant variance or temporary exemption for specified cause and to exempt American viticultural areas from requirement ]. Applies to wine labeled on or after January 1, 2023 ] 2030 . Eliminates most variance authority for wines bottled on or after January 1, 2035. Requires commission to appoint advisory committee. Sunsets advisory committee January 2, 2023 ] 2030 . Requires commission to adopt rules establishing penalty schedule for labeling requirement. Requires adoption of initial rules in time to take effect January 1, 2023 ] 2030 . Repeals rule adoption requirement January 2, 2023 ] 2030 . Requires commission to report to interim committee of Legislative Assembly no later than September 15, 2020, regarding advisory committee recommendations and status of commission rule adoption proceedings. Takes effect on 91st day following adjournment sine die.
Requires school districts to withhold retainage when entering into public contract to provide services required by state or federal law.
Prohibits full-service restaurant from providing single-use plastic straw to consumer unless consumer requests single-use plastic straw. Establishes that Oregon Health Authority or local public health authority shall enforce prohibition in course of inspecting full-service restaurant and impose civil penalty of not more than $25 per day after second violation. Caps total civil penalty at $300 per full-service restaurant during one calendar year.
