Extends sunset for property tax exemption for multiple-unit housing. Takes effect on 91st day following adjournment sine die.
Directs Oregon Military Department to create, fill and utilize certain positions within Office of Emergency Management. Appropriates moneys to department to support increased staffing level. Declares emergency, effective July 1, 2019.
Allows subtraction from federal taxable income of gain from sale of opportunity zone property, defined as property in low-income census tract developed for affordable housing and held for stated period of time. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.
Requires incarceration facilities to provide tampons, sanitary napkins and undergarments to female persons in custody at no charge. Requires local correctional facilities to maintain barrier between male and female confined detainees and prisoners. Imposes restrictions on restraint of pregnant persons in custody. Requires release of certain pregnant persons to participate in residential substance abuse treatment program. Allows deduction from term of sentence for days of participation in substance abuse treatment program and certain acts of extraordinary merit.
Defines "ingest." Expands definition of "terminal disease." Creates Death with Dignity Advisory Committee within Oregon Health Authority. Directs advisory committee to analyze data relating to patients who make requests for prescription medication under Oregon Death with Dignity Act and to propose policy recommendations regarding Act. Directs authority to develop recommendations on improvements to Oregon Death with Dignity Act and report to Legislative Assembly on or before September 15 of each even-numbered year.
Creates crime of domestic terrorism. Punishes by maximum penalty of 10 years' imprisonment, $250,000 fine, or both.
Designates May 22, 2019, as Oregon Kind Is Better Day.
Establishes TriMet Crash Advisory Committee. Provides that committee shall review certain crashes involving TriMet vehicles that result in injury or fatality. Requires committee to assess causes of such crashes, make recommendations to prevent similar crashes and submit quarterly report on findings to Transportation Safety Committee. Requires TriMet to provide meeting space and staff support to TriMet Crash Advisory Committee.
Permits Oregon Business Development Department to hire attorney for purpose of prosecuting patent for any invention that faculty, staff or students reduce to practice while employed by or enrolled in public high school in this state. Permits department to assume, assign, partake in or disclaim ownership of any patent that results from invention under terms of contract or other agreement into which department enters with faculty or staff, with students who have legal capacity to enter into contracts or with legal guardians of students without legal capacity to enter into contracts and in accordance with rules department adopts and other applicable law.
Urges Congress to pass legislation to streamline presidential appointment process. Urges Congress to adopt rules of proceeding to require formal disposition of nomination within 200 days of date Senate receives nomination.
