Relating to the Office of Emergency Management.

Renames Office of Emergency Management as Oregon Department of Emergency Management. Establishes department as state agency independent from Oregon Military Department. Provides that Director of Oregon Department of Emergency Management is appointed by Governor. Provides that current Director of Office of Emergency Management serves as initial director of department. Becomes operative on July 1, 2020.

Relating to disclosure of tax returns for candidates for federal office.

Requires candidate for President or Vice President of United States, in order to appear on general election ballot or in general election voters' pamphlet, to provide Secretary of State with copy of candidate's federal income tax returns for five years preceding year of general election and with written consent for public disclosure of tax returns. Prohibits elector in Oregon who is part of electoral college from voting for candidate who fails to provide tax returns or written consent.

Relating to the use of ranked choice ballots for presidential nominations.

Requires that Secretary of State provide official Military or Overseas Elector Ballot for Presidential Nominating Contests that permits military or overseas electors to rank candidates for party nomination for President of United States by order of preference. Applies to presidential primary elections occurring on or after January 1, 2024.

Relating to a report on Canis lupus; declaring an emergency.

Requires State Department of Fish and Wildlife to submit report on effects on Oregon wolf populations of removing gray wolf from state lists of threatened or endangered species. Declares emergency, effective on passage.

Relating to property tax exemption for certain farm equipment; prescribing an effective date.

Exempts from property taxation property consisting of machinery, equipment, tools, implements or fixtures used primarily in agricultural or horticultural activities or animal husbandry, regardless of whether property is considered real property, and adds such property to definition of "tangible personal property." Adds farming tools and implements to tax-exempt personal property and adds preparing farm crops for shipping as tax-exempt use of personal property. Takes effect on 91st day following adjournment sine die.

Relating to tourism districts.

Directs Oregon Tourism Commission to identify, designate and monitor tourism districts in this state. Allows tourism district to apply to commission for assistance in obtaining grants from Oregon Business Development Department for community development and from Department of Transportation for community transit investments. Allows tourism district to request assistance from commission in applying for and obtaining temporary waivers of land use and building code requirements and regulations of public entities. Authorizes commission to identify and designate tourism and recreation activity that is live performance as priority tourism and recreation activity not subject to crime of unlawful recording of live performance.

Relating to driving privileges.

Requires person applying for renewal of driver license or driver permit to pass knowledge test of traffic laws. Directs Department of Transportation to combine Oregon driver manual with Oregon bicyclist manual.

Requires health care providers to include CPT codes in bills sent to consumers and insurers. Requires insurers to include CPT codes in explanation of benefit notices.
