Requires Interstate 5 Rose Quarter Project and Interstate 205 Abernethy Bridge Project to include new additional travel lanes along specified portion of highway. Requires Oregon Transportation Commission to identify status and progress of such new additional travel lanes in report required for conditional fuel tax increases in 2022 and 2024. Takes effect on 91st day following adjournment sine die.

Appropriates moneys from General Fund to Oregon Military Department for distribution to counties for purpose of acquiring analog encoders for transmission of information to broadcasters in case of emergency. Appropriates moneys from General Fund to department for distribution to Oregon Public Broadcasting for purpose of upgrading, repairing or replacing elements of its signal distribution system. Declares emergency, effective July 1, 2019.

Creates crime of threatening a mass injury event. Punishes by maximum of five years' imprisonment, $125,000 fine, or both.

Enacts Interstate Compact for Agreement Among the States to Elect the President by National Popular Vote.

Requires division of Department of Human Services that administers Oregon Project Independence, in collaboration with area agencies, to study statewide expansion of Oregon Project Independence and resource needs of division if Oregon Project Independence is expanded statewide. Requires department, by September 15, 2021 ] 2020 , to report on study to interim committees of Legislative Assembly related to human services. Declares emergency, effective on passage.

Extends from July 1, 2019, to July 1, 2023, period of time public universities must provide scope and value of specified employee benefits. Declares emergency, effective on passage.

Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures and required fees. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative January 1, 2020. Declares emergency, effective on passage.

Permits employees who are not union members to voluntarily consent to make in-lieu-of-dues payment to labor organization for organization's representation of nonmember employees in employment relations with public employer. Prohibits compulsory payments to labor organizations by nonmember employees. Makes entering into agreement that requires nonmember employees of labor organization to make payments to labor organization unfair labor practice. Allows deduction from salary or wages of nonmember employee for payment to labor organization upon employee's voluntary, written consent authorizing deduction.

Directs Oregon Liquor Control Commission to develop Internet-based system to enable ordering and delivery of cannabis for medical use to registry identification cardholders. Takes effect on 91st day following adjournment sine die.

Requires school district that provides breakfast to make breakfast available after start of school day. Declares emergency, effective July 1, 2019.
