Rep. Paul Evans

Creates credit against personal income tax for cost of criminal history record check required by state law for transfer of firearm. Creates subtraction from taxable income for mileage for travel associated with criminal history record check. Applies to tax years beginning on or after January 1, 2019, and before January 1, 2029. Takes effect on 91st day following adjournment sine die.

Authorizes Oregon Business Development Department to make grants to certain small cities for purposes of studying, developing and capitalizing public transit systems. Appropriates moneys to department for grant program.

Authorizes Oregon Innovation Council to make grants to small businesses for seed and start-up capital and gap funding to create and support invention, innovation and economic development in rural areas of state. Authorizes council to provide monetary awards to winners of contests designed to attract invention, innovative and entrepreneurial solutions and opportunities in rural areas of state. Establishes Oregon Fund for Rural Small Business Development. Continuously appropriates moneys in fund to council to implement and administer grant program.

Allows base pay of attorneys who are employed by public corporation, nonprofit organization, public university or city or county in this state and who perform substantially similar work to be used for comparison of compensation for assistant attorneys general.

Directs school districts to make annual reports to Department of Education related to students placed on abbreviated school day programs.

Makes corporations eligible to serve on juries.

Directs Oregon Business Development Department to conduct study regarding cost savings and expense reductions that may result to small businesses from cooperative resource sharing. Requires department to submit report regarding study to interim legislative committees no later than November 1, 2020. Sunsets January 1, 2021. Declares emergency, effective on passage.

Directs Department of Education to award grants to school districts to support safe schools by funding programs related to bullying prevention and youth empowerment. Directs department to present statewide conference on bullying prevention and youth empowerment. Allows department to enter into contract with nonprofit organization to administer conference. Declares emergency, effective July 1, 2019.

Requires that building permit must show contractor's Construction Contractors Board license number if contractor is known. Requires inspector performing building code inspection as part of building inspection program, or for purpose of enforcing municipal ordinance, to require that persons engaged in regulated building activity present evidence of compliance with applicable licensing, registration or certification requirements. Requires that municipality ensure person issued permit for work requiring Construction Contractors Board license is holder of Construction Contractors Board license. Requires Director of Department of Consumer and Business Services to inform Construction Contractors Board when director has reason to believe person is engaging, has engaged or plans to engage in violation of laws regarding licensing and endorsement of construction contractors.

Directs Department of Education to create Oregon Educational Support Professional of Year Program.
