Relating to false statements made to the Legislative Assembly.

Provides that persons representing or speaking on behalf of certain taxpayers may be subject to sanction by either house of Legislative Assembly if they make false statement or misrepresentation to legislative official concerning tax liability or tax consequences of law or proposed law. Establishes defense if person corrects false statement or misrepresentation by specified time. Requires Department of Revenue to provide notice to legislative official to whom false statement or misrepresentation was made, if department is aware of false statement or misrepresentation. Limits content of notice.

Relating to vehicle headlight use.

Requires use of headlights when windshield wipers are on or there is fog. Punishes offense by maximum fine of $250.

Relating to tax incentives for political contributions; prescribing an effective date.

Directs Department of Revenue to deliver vouchers to certain personal income taxpayers who fail to use income tax credit for political contribution in previous tax year. Provides for delivery of vouchers to political party, or committee thereof, candidate or political committee, for redemption by department. Applies to tax years beginning on or after January 1, 2019. Takes effect on 91st day following adjournment sine die.

Relating to refinancing options for veterans.

Directs Department of Veterans' Affairs to develop program under which providers contracting with department provide credit guarantees for qualified borrowers for purpose of refinancing home mortgages. Prohibits department from paying amounts due under loan or credit guarantee agreement from any source other than available moneys in Veterans Refinancing and Reintegration Services Fund. Authorizes financial institution to exercise rights against security if there are insufficient available moneys to pay amounts due under loan or credit guarantee agreement. Establishes Veterans Refinancing and Reintegration Services Fund. Continuously appropriates moneys in fund to department for purposes of program. Directs Oregon Department of Administrative Services to include in Governor's budget for each fiscal period amounts sufficient to permit payment of amounts due on unpaid loan and credit guarantees for that fiscal period.

Relating to student loan debt.

Prohibits state agencies from suspending or revoking license required to pursue commercial activity, trade, occupation or profession because licensee is delinquent in paying student loan debt.

Relating to assault of health care workers; prescribing an effective date.

Expands crime of assault in the third degree to include physical injury to health care worker performing official duties. Punishes by maximum of five years' imprisonment, $125,000 fine, or both. Punishes by maximum of 364 days' imprisonment, $6,250 fine, or both, if defendant has certain previous diagnoses. Takes effect on 91st day following adjournment sine die.

Relating to official flags.

Establishes criteria for state and United States flags to be official flags. Directs public buildings to transition from flags manufactured of flammable materials to flags manufactured of flame retardant materials by July 4, 2020.

Relating to corporate registration for federal selective service.

Requires corporation that is incorporated in or authorized to transact business in this state to submit affidavit to Department of Revenue each year to attest that corporation has registered or attempted to register with United States Selective Service System. Requires department to disallow all state corporate excise or income tax subtractions and credits that corporation claims if corporation fails to submit affidavit with tax return. Allows corporation to submit affidavit within three years after filing return to show compliance with Act.
