Requires Department of Revenue to calculate effect of laws passed during previous two years on combined personal income tax and corporate income and excise tax liability of persons who have expended $10,000 or more on lobbying activities during previous two years. Requires department to provide report to Legislative Assembly naming 10 such persons whose tax liability decreased by greatest amount. Requires certain lobbyist statements to include taxpayer identification number of person on whose behalf lobbyist was registered.
Creates Guaranteed Opportunity Program. Requires Office of Student Access and Completion to administer program. Requires State Workforce and Talent Development Board to monitor program every two years and make recommendations to Legislative Assembly on whether modifications are necessary to enhance state's workforce needs. Establishes that program becomes operative on January 1, 2039. Establishes Guaranteed Opportunity Program Implementation Fund. Requires Higher Education Coordinating Commission, on effective date of Act, to begin process of developing policy and rules necessary to implement Guaranteed Opportunity Program. Requires commission to submit report regarding progress on development of policy and rules to committees relating to public finance and higher education during 2020 and 2021 regular sessions of Legislative Assembly. Establishes Task Force on Implementing Guaranteed Opportunity Program. Requires task force to determine amount of money program will need to raise through bonding, determine which current grant and scholarship programs should be repealed on operative date of Guaranteed Opportunity Program and analyze methods for preventing bad faith participation of individuals in program. Sunsets task force on December 31, 2020. Takes effect on 91st day following adjournment sine die.
Changes date of primary election from third Tuesday in May to second Tuesday in March. Allows Secretary of State to change date of primary election during presidential election years if date change results in primary election in Oregon being held seven or more days after date on which first primary election held during election cycle is held in any other state. Alters certain deadlines associated with primary election. Takes effect on 91st day following adjournment sine die.
Creates income tax credit for certain employers that are required to provide paid sick leave. Applies to tax years beginning on or after January 1, 2020, and before January 1, 2024. Takes effect on 91st day following adjournment sine die.
Establishes minimum education requirements for teachers of certain accelerated college credit program courses. Takes effect July 1, 2020.
Requires Oregon Liquor Control Commission to prorate fee for brewery-public house license issued for less than year.
Authorizes issuance of $10 million in lottery bonds for deposit in Levee Project Subaccount to be used for any purpose for which funds in subaccount may be used. Declares emergency, effective on passage.
Expands potential recipients of levee project grants to include any public body. Includes flood control embankments and flood control facilities as subjects of levee projects. Specifies certain financial conditions for levee project grants. Includes construction or capital improvement projects in definition of "levee project."
Provides that governing body of county shall be nonpartisan board of five commissioners elected by people of county. Requires county to provide by ordinance or resolution for structure of board, board districts, if any, election procedures and compensation for commissioners. Becomes operative January 1, 2021.
