Requires State Department of Fish and Wildlife to study salmon and trout enhancement program. Directs department to submit findings to interim committees of Legislative Assembly related to wildlife no later than September 15, 2024.
Prohibits termination of medical assistance for person who is residing in correctional facility in pretrial detention pending adjudication. Requires Oregon Health Authority to seek federal approval to use Medicaid funds to cover costs.
Appropriates moneys from General Fund to Department of Education for State School Fund. Limits biennial expenditures from lottery moneys allocated to department for State School Fund. Limits biennial expenditures from fees, moneys or other revenues, including Miscellaneous Receipts, but excluding lottery funds and federal funds, collected or received by department for State School Fund. Specifies amounts department may spend for certain purposes from State School Fund. Transfers moneys from State School Fund to Local Option Equalization Grants Account. Declares emergency, effective July 1, 2023.
Establishes Oregon Spirits Board as semi-independent state agency to develop and promote Oregon's distilled spirits industry. Imposes 50 cents per bottle surcharge on distilled liquor manufactured in Oregon. Takes effect on 91st day following adjournment sine die.
Prohibits Environmental Quality Commission and Department of Environmental Quality from adopting or enforcing rules or standards related to motor vehicle fuels or emissions unless authorized by Legislative Assembly by law enacted on or after effective date of Act.

Finds that barred owls are known to prey on spotted owls. Instructs State Fish and Wildlife Commission to issue order authorizing taking of barred owls and to establish program rewarding taking of barred owls. Appropriates moneys to State Department of Fish and Wildlife for purpose of funding program rewarding taking of barred owls. Declares emergency, effective on passage.
Creates income tax credit for teachers in rural schools. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Repeals requirement to secure firearm in specified circumstances. Repeals requirement to secure firearm prior to transfer. Repeals requirement to report loss or theft of firearm within certain time of loss or theft. Repeals requirement to directly supervise use of firearm by minor after transfer of firearm to minor. Repeals provisions limiting possession of firearms by concealed handgun licensees in Capitol, certain airport buildings and certain school grounds. Repeals affirmative defense to charge of possessing weapon in public building for person possessing firearm in airport in accordance with federal law. Reduces fees payable to county sheriff for issuance and renewal of concealed handgun license.
