Relating to decreasing barred owl population to conserve spotted owl population; declaring an emergency.

Finds that barred owls are known to prey on spotted owls. Instructs State Fish and Wildlife Commission to issue order authorizing taking of barred owls and to establish program rewarding taking of barred owls. Appropriates moneys to State Department of Fish and Wildlife for purpose of funding program rewarding taking of barred owls. Declares emergency, effective on passage.
