Creates process for charging aggravated version of certain sex offenses when defendant, in order to facilitate commission of offense, knowingly causes victim to ingest controlled substance without victim's consent. Directs court to sentence defendant to mandatory minimum of 24 months' imprisonment, or to add 24 months to presumptive or mandatory minimum term of imprisonment. Provides that defendants sentenced for aggravated offense are not eligible for temporary leave from custody or reduction in term of incarceration. Declares emergency, effective on passage.
Establishes tax credit against personal income taxes for purchase of qualifying gun safes or locking mechanisms. Applies to tax years beginning on or after January 1, 2024, and before January 1, 2030. Takes effect on 91st day following adjournment sine die.
Adds nursing assistant or nurse to types of providers who are eligible for income tax credit allowed to rural medical providers. Enacts interstate Nurse Licensure Compact. Permits Oregon State Board of Nursing to disclose specified information to Interstate Commission of Nurse Licensure Compact Administrators. Exempts individuals authorized to work as nurses under multistate licensure privilege from requirement to obtain license from board and from restrictions on use of titles. Allows board to use moneys to meet financial obligations imposed on State of Oregon as result of participation in compact. Takes effect on 91st day following adjournment sine die.
Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district.
Appropriates moneys to Oregon Watershed Enhancement Board for deposit in Oregon Agricultural Heritage Fund for hiring related to Oregon agricultural heritage programs. Appropriates moneys to board for deposit in Oregon Agricultural Heritage Fund for purposes related to grant programs. Declares emergency, effective on passage.
