Relating to electric vehicles.

Requires the Department of Environmental Quality to study electric vehicles. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the environment not later than September 15, 2026. Sunsets on January 2, 2027.

Relating to gun dealer licenses; prescribing an effective date.

] Establishes a state gun dealer licensing program. Requires a license for specified dealers selling firearms, frames, receivers and unfinished frames and receivers beginning [ January ] July 1, 2027, [ or October 15, 2027, for certain federal firearms licensees ] and for all other dealers, beginning July 1, 2028 . Authorizes the Department of Justice to establish licensing fees. Specifies eligibility criteria for obtaining the license. Directs the department to conduct licensee inspections. Specifies circumstances that result in license suspension or revocation or the imposition of a civil penalty. Directs the department to adopt rules concerning licensee employee training, the storage of firearms and ammunition by licensees and other security requirements. Requires licensee employee background checks and specifies requirements for recordkeeping. Punishes the selling of a firearm by a dealer without a license by a maximum of five years' imprisonment, $125,000 fine, or both. Directs the department to submit an annual report on the licensing program to the Legislative Assembly. Establishes the Firearm Dealer License Fund. Requires a transferor at a gun show to hold a state license. Appropriates moneys to the Department of Justice for the licensing program. [ Declares an emergency, effective on passage. ] Takes effect on the 91st day following adjournment sine die.

Relating to contract preferences in public procurement for employee-owned businesses; and prescribing an effective date.

Adds entities in which employees of the entity own at least 50 percent of the ownership interest in the entity directly or through an employee stock ownership plan to the list of sources to which a contracting agency may give preference in procuring goods or services for public contracts. Takes effect on the 91st day following adjournment sine die.

Relating to energy facilities.

Requires the Energy Facility Siting Council to conclude a contested case and issue a final order within 12 months from the date of a proposed order. [ Provides that any final order issued by the council is appealable directly to the Supreme Court. ] Requires the council to include in all final orders approving or rejecting an application for a site certificate or amended site certificate any decisions related to or arising from a contested case on the application. Requires a petitioner to establish individual or associational standing to appeal a final order. Provides that the council's approval or rejection of an application or request for an amendment, including decisions related to or arising from a contested case on the application or request, is conferred upon the Supreme Court. [ Allows a holder of a site certificate to file a notice for minor changes to the site boundaries of an energy facility. Allows a holder of a site certificate for certain energy facilities to file a request to extend by up to three years the deadlines by which construction of a facility must begin or be completed as specified in the site certificate. ] [ Narrows the criteria by which the Public Utility Commission reviews a petition for a certificate of public convenience and necessity for overhead transmission lines. Directs the commission to review a petition for a certificate of public convenience and necessity without requiring a petitioner to first obtain any required land use approvals. ] [ Allows the use of a site certificate for a high voltage transmission line as conclusive evidence of public use and necessity for any proceeding for condemnation of land or an interest therein. Allows a high voltage transmission line that has been designated as having statewide significance by a regional transmission authority that is established under state law to be placed in areas zoned for exclusive farm use. ] Allows a person who holds a site certificate to request to add area to the approved site boundary without the council requiring an amendment to the site certificate.

Relating to union misrepresentation.

Makes it unlawful to falsely impersonate a union representative. Provides that a labor organization shall have, as a matter of internal governance, the sole authority to identify and designate the union representatives associated with the labor organization. Provides a cause of action for a union representative alleging a violation of the prohibition against falsely impersonating a union representative.

Relating to the timeline for reviewing land use applications for housing; and prescribing an effective date.

Requires local governments or special districts to complete final review of final engineering plans for residential development within [ 90 ] 120 days of submission. [ Defines "urban housing application." Requires urban housing applications to be reviewed as limited land use decisions. Authorizes award of attorney fees to applicant if engineering plans or land use applications for residential development are not processed timely. ] Establishes a limited review process for certain applications for residential development within an urban growth boundary. Becomes operative on July 1, 2026. Relating to landfill emissions monitoring; and prescribing an effective date.

Relating to medical debt reporting.

Prohibits medical service providers from reporting the amount or existence of medical debt to a consumer reporting agency. Prohibits a consumer reporting agency from including in a consumer report an item that the consumer reporting agency knows or should know is medical debt. Punishes a violation of the Act as an unlawful practice under the Unlawful Trade Practices Act.
