Relating to infrastructure; declaring an emergency.

Establishes regional solutions infrastructure director within Regional Solutions Program. ] Establishes Infrastructure Council. Describes duties of council. Directs council to submit report to interim committees of Legislative Assembly no later than December 31, 2024. ] Establishes Interagency Infrastructure Coordination Committee. ] Establishes Community Infrastructure Assistance Program within Oregon Business Development Department to provide grants for priority infrastructure projects. ] Establishes Community Infrastructure Fund. ] Directs Higher Education Coordinating Commission to enter into agreement with Oregon Solutions at Portland State University to develop infrastructure funding readiness hub and enter into agreements with specified organizations to perform functions of funding navigator. Declares emergency, effective on passage.

Relating to parental rights; prescribing an effective date.

Directs district school boards to adopt procedures for notifying parents of specified information. Prohibits classroom instruction on sexual orientation and gender identity, absent parental consent, before fourth grade. Requires parental consent before administering specified questionnaire or health screening form. Directs State Board of Education to adopt procedure for parents to report concerns regarding school district's implementation of requirements. Requires health care providers to notify parents of minors when minors consent to specified medical treatments without parental consent. Directs health care provider who declines to disclose information to minor's parents due to provider's concerns regarding abuse of minor to immediately report suspected child abuse. Modifies definition of "personal representative" for purposes of access to minor's protected health information to include minor's parent or legal guardian. Takes effect on 91st day following adjournment sine die.

Relating to school superintendent employment; declaring an emergency.

Allows district school board to enter into agreement with superintendent for payment in lieu of 12 months' notice required when superintendent's employment is terminated without cause. Prohibits district school boards from taking certain actions involving superintendents of education service districts in relation to compliance with local, state or federal law. Declares emergency, effective July 1, 2023.

Relating to the assessment of rebuilt homesteads; prescribing an effective date.

Provides for homestead rebuilt by same owner on same lot to replace homestead destroyed by September 2020 wildfires to have frozen assessed value equal to assessed value for 2020-2021 property tax year to extent of destroyed homestead's square footage. Terminates frozen assessed value for first property tax year that succeeds earlier of date on which property is no longer intended for occupancy as homestead or transfer of ownership of homestead. Takes effect on 91st day following adjournment sine die.

Relating to pregnancy resources; prescribing an effective date.

Directs Oregon Health Authority to establish and administer Pregnancy Launch Program to provide certain services to specified persons. Prohibits authority from contracting for provision of program services with organization that directly or indirectly promotes, refers for or assists pregnant persons in obtaining abortions. Directs authority to establish pregnancy resources hotline. Requires hotline to automatically connect pregnant persons seeking abortions with organizations providing services through Pregnancy Launch Program. Exempts specified records and information from public disclosure. Creates exceptions. Requires specified reports. Becomes operative January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to school choice.

Removes limitation on percentage of students in school district who may enroll in virtual public charter school not sponsored by school district without first receiving approval from school district. Establishes open enrollment process for school districts to allow students to attend schools in nonresident school district with consent of receiving school district. Directs district school boards to adopt and implement policy that provides for establishment of education savings accounts for students who are considered residents in school district to use for educational expenses.
