Relating to procedures to alter minor's sex; declaring an emergency.

Prohibits medical health care professional from performing or providing sex alteration procedure on minor. Defines "sex alteration procedure." Provides that sex alteration procedure on minor is unprofessional conduct subject to discipline by appropriate health professional licensing board. Allows individual to bring claim for violation and recover specified damages. Declares emergency, effective on passage.

Relating to wildfire; prescribing an effective date.

Requires State Forestry Department to establish by rule pilot grant program for purpose of managing wildfire risk by certain methods. Sunsets grant program on June 30, 2025. Appropriates moneys to department out of General Fund for purpose of funding grant program. Takes effect on 91st day following adjournment sine die.

Directs Oregon Health Authority to administer two-year demonstration project in two counties to test whether expanding scope of compensable services provided by community health workers can improve outcomes for low-income families and children at risk of entering foster care system. Sunsets January 2, 2028. Takes effect on 91st day following adjournment sine die.
