Relating to the impacts of equipment waste from renewable energy facilities.

Directs Energy Facility Siting Council to adopt standards, for siting, construction, operation and retirement of energy facilities that generate electricity from renewable energy source, addressing impacts of energy facility's equipment waste recycling and disposal needs over lifetime of energy facility. Requires county to require applicant for land use permit to establish renewable energy facility to develop mitigation plan to address renewable energy facility's equipment waste recycling and disposal needs.

Relating to voting booths.

Permits counties to elect to increase number of voting booths available at primary and general elections in order to provide all electors with option of using easily accessible voting booth to cast ballot. Requires that decision to increase number of voting booths may be made only by county measure and may not interfere with elector's ability to cast ballot by mail.

Relating to personal income taxation; prescribing an effective date.

Modifies personal income tax brackets. Decreases rates applicable and resulting tax imposed. Provides for adjustment of all brackets for inflation. Increases Oregon standard deduction. Applies to tax years beginning on or after January 1, 2024. Takes effect on 91st day following adjournment sine die.

Relating to drugs; prescribing an effective date.

Repeals those provisions of Drug Addiction Treatment and Recovery Act of 2020 (Ballot Measure 110 (2020)) that pertain to decriminalization of possession of drugs. Takes effect on 91st day following adjournment sine die.
