Enacts the interstate Occupational Therapy Licensure Compact. Permits the Occupational Therapy Licensure Board to disclose specified information to the Occupational Therapy Compact Commission. Exempts individuals authorized to work as occupational therapists or occupational therapy assistants under compact privilege from the requirement to obtain a license from the board and from restrictions on the use of titles. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the compact. Enacts the Audiology and Speech-Language Pathology Interstate Compact. Permits the State Board of Examiners of Speech-Language Pathology and Audiology to disclose specified information to the Audiology and Speech-Language Pathology Compact Commission. Exempts individuals practicing audiology or speech-language pathology under the compact from the requirement to obtain a license from the board. Allows the board to use moneys to meet financial obligations imposed on this state as a result of participation in the compact. Takes effect on the 91st day following adjournment sine die.
Establishes the eligibility for renewable energy certificates for facilities that generate electricity from the direct combustion of municipal solid waste and became operational before January 1, 1995, if such facilities register with the Western Renewable Energy Generation Information System at any time, and for up to 11 average megawatts of electricity generated, per calendar year, from the combustion of biogenic material.
Repeals the prohibition on the use of public resources to assist federal immigration enforcement. Repeals the prohibition on law enforcement agencies' or public bodies' denying services, benefits, privileges or opportunities to certain individuals on the basis of federal civil immigration actions, inquiring about an individual's citizenship status without connection to a criminal investigation or providing information about an individual in custody to a federal immigration authority. Repeals the requirement that a law enforcement agency explain to an individual committed or detained by the law enforcement agency the individual's right to refuse to disclose nationality, citizenship or immigration status and potential immigration consequences of disclosure. Repeals the prohibition on public bodies', law enforcement agencies' or officers' entering into specified agreements related to federal immigration enforcement. Repeals the requirement that a public body that receives communication or a request for assistance from a federal immigration authority report the request or communication to the Oregon Criminal Justice Commission. Declares an emergency, effective on passage.
Allocates lottery funds to the Oregon Business Development Department to develop a unified trade strategy for Oregon in collaboration with the Port of Portland, the Oregon Tourism Commission, the State Department of Agriculture and other stakeholders. Declares an emergency, effective on passage.
Declares the state's public policy regarding the rights of a parent to the care, custody and control of the parent's child. Requires treatment providers to notify and disclose certain information to a minor's parent or guardian when providing services to a minor without parental consent.
Proposes an amendment to the Oregon Constitution to require a two-thirds majority vote in favor in each chamber of the Legislative Assembly to pass bills declaring an emergency. Refers the proposed amendment to the people for their approval or rejection at the next regular general election.
Requires the Department of Human Services to study the demographics of families involved in the child welfare system. Directs the department to submit findings to the interim committees of the Legislative Assembly related to human services not later than September 15, 2026. Sunsets on January 2, 2027. Takes effect on the 91st day following adjournment sine die.
Directs the Water Resources Department to study the socioeconomic impacts of the removal of the Klamath River dams. Directs the department to submit a report on the study to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026. Prohibits a person from removing a certain type of dam until after the report is submitted. Takes effect on the 91st day following adjournment sine die.
