Creates a violation for failure to comply with compulsory school attendance requirements. Punishes by a maximum fine of $500. Declares an emergency, effective July 1, 2025.
Increases the Oregon standard deduction allowed for personal income taxpayers. Applies to tax years beginning on or after January 1, 2026. Takes effect on the 91st day following adjournment sine die.
Creates a method by which a health care practitioner may offer to treat a patient who has a terminal disease or severe chronic disease with an investigational product not approved by the United States Food and Drug Administration. Provides protections, including a waiver of liability, for health care practitioners, health care facilities, professional organizations or associations and manufacturers or distributors of investigational products that comply with the Act.
Provides that the Oregon estate tax is imposed only on the estates of decedents dying on or before January 1, 2025. Takes effect on the 91st day following adjournment sine die.
Encourages Oregon counties that have not already done so to create and adopt a natural resource plan and invoke and enforce coordination with all federal and state agencies.
Requires the Judicial Department to study options for making the administration of decedents' estates more efficient. Directs the department to submit findings to the interim committees of the Legislative Assembly related to the judiciary not later than September 15, 2026. Sunsets on January 2, 2027.
Repeals the statute enacted by House Bill 3115 (2021) that established objective reasonableness as a statewide standard for city and county laws regulating the use of public property with respect to persons experiencing homelessness, as the basis for a cause of action for injunctive and declaratory relief to challenge such laws and as an affirmative defense in the prosecution of violations of such laws. Declares an emergency, effective on passage.
Enacts the PA Licensure Compact. Allows the Oregon Medical Board to disclose specified information to the PA Licensure Compact Commission. Exempts individuals authorized to provide medical services by compact privilege from certain requirements. Allows the board to use moneys to meet financial obligations imposed on the State of Oregon as a result of participation in the Compact. Takes effect on the 91st day following adjournment sine die.
Transfers regulatory authority over construction labor contractors from the Bureau of Labor and Industries to the Construction Contractors Board. Takes effect on the 91st day following adjournment sine die.
Directs the Oregon Health Authority to establish a primary care provider loan repayment program to provide loan repayment subsidies to specified primary care providers. Defines "primary care provider." Directs the authority to establish a primary care incentive program to provide financial incentives to eligible primary care practices. Defines "primary care practice." Directs the authority to provide low-interest loans to eligible primary care practices to implement or upgrade interoperative electronic health records systems. Directs the authority, in collaboration with the Department of Consumer and Business Services, to [ establish ] develop and implement a centralized online portal for reporting data on health outcome and quality measures. Directs the authority and the department to convene a task force to assist in the development and implementation of the portal. Requires the authority and the department to report to the interim committees of the Legislative Assembly on [ the implementation of ] their progress in developing and implementing the portal. Directs the authority to study past barriers to and potential solutions for establishing a centralized system for health care practitioner credentialing information and report to the interim committees of the Legislative Assembly on the authority's findings and recommendations. Takes effect on the 91st day following adjournment sine die.
