Requires the State Department of Energy to study nuclear energy, including [ nuclear waste disposal ] legal pathways for the disposal of nuclear waste produced from nuclear energy. Requires the department to consult with the Public Utility Commission and the Pacific Northwest Electric Power and Conservation Planning Council and to engage with the federally recognized Indian tribes in this state, relevant state agencies and stakeholders. Directs the department to submit findings to the interim committee of the House of Representatives on climate, energy and environment not later than [ September 15, 2026 ] January 31, 2027 . Sunsets January 2, [ 2027 ] 2028 .

Requires all state agencies to prepare a report within 60 days on the impacts of the agency's current rules on construction of new housing and the agency's land that may be available for housing production. Requires the agencies to submit the report to the interim committees of the Legislative Assembly related to housing no later than September 15, 2026. Expands, to all state agencies, the requirement to complete housing impact statements upon proposing rules. Takes effect on the 91st day following adjournment sine die.

Requires the Oregon Health Authority to study mental health. Directs the authority to submit findings to the interim committees of the Legislative Assembly related to health not later than September 15, 2026. Sunsets on January 2, 2027.

Directs the Water Resources Department to study topics related to the Winchester Dam. Directs the department to submit a report on the study to the interim committees of the Legislative Assembly related to natural resources not later than September 15, 2026.

Repeals the requirement that there be a licensed repository for the disposal of high-level radioactive waste before a site certificate for a nuclear-fueled thermal power plant may be issued. Repeals the requirement that a proposed site certificate for a nuclear-fueled thermal power plant be submitted to the electors of this state for their approval or rejection. Refers the Act to the people for their approval or rejection at the next regular general election.

Requires the Housing and Community Services Department to study homelessness and submit findings to the interim committees of the Legislative Assembly related to housing no later than September 15, 2026.

Establishes certain health insurance coverage for applied behavior analysis therapy for certain intellectual and developmental disability diagnoses with the same requirements for coverage as autism spectrum disorder diagnoses. Sunsets on January 2, 2030.

Repeals the changes made by House Bill 3124 (2021) to the statutes governing local removal of homeless individuals from established camping sites. Declares an emergency, effective on passage.
