Relating to courthouse capital construction.

Authorizes State Treasurer to issue Article XI-Q general obligation bonds to finance construction and improvement of courthouses. Authorizes county and state to enter into long-term lease agreement or intergovernmental agreement with respect to ownership or operation of courthouse or portions of courthouse that county is required to provide, including law library, in order for county to receive bond proceeds.

Relating to safe schools; declaring an emergency.

Directs Department of Education to award grants to school districts to support safe schools by funding programs related to bullying prevention and youth empowerment. Directs department to present statewide conference on bullying prevention and youth empowerment. Allows department to enter into contract with nonprofit organization to administer conference. Declares emergency, effective July 1, 2019.

Relating to innovation districts; declaring an emergency.

Appropriates moneys to Oregon Business Development Department to make grants to nonprofit corporations for purpose of hiring staff to coordinate activities related to organization, administration and programming of innovation districts. Defines "innovation district" as innovation ecosystem consisting of certain economic, physical and networking assets. Sets forth further mandatory criteria for innovation district to which nonprofit corporation's grant application relates. Declares emergency, effective on passage.

Relating to urban search and rescue; declaring an emergency.

Directs State Fire Marshal to enter into grant agreement with Eugene Springfield Fire to enable development of urban search and rescue capabilities. Requires that Eugene Springfield Fire agree to conduct urban search and rescue operations throughout state when requested by State Fire Marshal, subject to certain limitations. Directs State Fire Marshal to study and make recommendations regarding current urban search and rescue capabilities in this state. Requires State Fire Marshal to submit report on findings by September 15, 2020. Appropriates moneys from General Fund to State Fire Marshal. Declares emergency, effective July 1, 2019.

Relating to child welfare; declaring an emergency.

Directs Department of Human Services to study and develop two-year and five-year plans for department to provide comprehensive funding for child welfare services, ensure adequate in-state services for children's therapeutic care and request sufficient funding for high level staff. Requires department to submit draft plans by September 15, 2019, and final plans by September 15, 2020, to interim committee of Legislative Assembly. Directs department to study state law relating to investigations of abuse of children in care and make recommendations for legislation necessary to permit department to adopt, by rule, certain child in care abuse investigation framework. Directs department, beginning January 1, 2020, to provide investigation assistance to child abuse investigators. Directs department to report annually to Legislative Assembly on implementation of investigation assistance and recommendations to further minimize trauma to child victims and child abuse investigators. Declares emergency, effective on passage.

Relating to reimbursement for vision screenings of students; declaring an emergency.

Directs Department of Education to provide reimbursements for vision screenings of students to person that provided vision screening. Appropriates moneys from General Fund to Department of Education for deposit in Vision Health Account to make reimbursements for vision screenings. Declares emergency, effective July 1, 2019.
