Rep. Nancy Nathanson

Requires certain persons that service student loans in this state to obtain or renew license. Specifies license application and renewal procedures, required fees and persons that are exempt from requirement. Prescribes duties of licensee and requires licensee to maintain specified liquidity, operating reserves and tangible net worth. Prescribes civil penalty against person that engages in business as student loan servicer without license. Permits Director of Department of Consumer and Business Services to participate in multistate examinations under specified circumstances. Becomes operative on July 1, 2021. Declares emergency, effective on passage.

Directs Oregon Homeland Security Council to develop updated list of equipment for purposes of emergency preparedness equipment grant program. Directs council to prioritize preparedness equipment necessary for urban search and rescue teams. Directs Office of Emergency Management to seek to prioritize grant requests from certain applicants for search and rescue purposes. Authorizes issuance of general obligation bonds under Article XI-Q of Oregon Constitution for grant program. Takes effect on 91st day following adjournment sine die.

Makes unlawful practice for place of public accommodation to refuse to accept United States coins or currency as payment for goods and services. Creates limited exceptions. Allows person to file complaint with Commissioner of Bureau of Labor and Industries alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on July 1, 2021. Allows person to bring civil action alleging unlawful practice against operator or person acting on behalf of place of public accommodation. Becomes operative on January 1, 2022. ] Limits authority of school district to become member of voluntary organization that administers interscholastic activities unless organization implements policy that prohibits discrimination based on race, color or national origin. Clarifies meaning of race to include natural hair, hair texture, hair type and protective hairstyles for purposes of prohibited discrimination under antidiscrimination statutes. Clarifies that valid dress code or policy may not have disproportionate adverse impact on members of protected class.

Repeals driving privilege suspension and eliminates imposition of driving privilege restrictions for failure to pay fine. Becomes operative October 1, 2020. Authorizes Department of Transportation to take certain actions before operative date of Act. Declares emergency, effective on passage.

Establishes rates of compensation to be paid by Oregon Liquor Control Commission to distillery retail outlet agent for distilled liquor retail sales by agent. Sunsets rates January 2, 2025. Increases expenditure limit for Oregon Liquor Control Commission payment of expenses, from moneys other than lottery funds or federal funds for biennium ending June 30, 2021, for purpose of paying distillery retail outlet agent compensation.

Proposes amendment to Oregon Constitution establishing obligation of state to ensure every resident of state access to cost-effective, clinically appropriate and affordable health care. Requires state to balance obligation to ensure health care with funding of public schools and other essential public services. Refers proposed amendment to people for their approval or rejection at next regular general election.

Eliminates requirement that person provide proof of legal presence before Department of Transportation issues noncommercial driver license, noncommercial driver permit or identification card. Becomes operative January 1, 2021. Declares emergency, effective on passage.

Requires long term care facilities, conversion facilities and residential care facilities providing care to six or more residents to adopt specified protocols and procedures regarding preventing and reporting disease outbreaks. Requires facilities to have designated individual with specialized training to be responsible for carrying out infection prevention and control protocols. Requires Department of Human Services, in coordination with Oregon Health Authority, to communicate regularly with facility administrators regarding best practices and protocols and to notify facilities of elevated risk of disease outbreak in facility's community. Requires administrators and certain employees of facilities and adult foster homes to be trained in preventing and containing disease outbreaks and reporting disease outbreaks. Requires long term care facilities, conversion facilities and residential care facilities providing care to six or more residents to have inspection by department of kitchen and other areas where food is prepared to ensure compliance with health and sanitation laws. Requires Long Term Care Ombudsman to notify licensing agency about any disease outbreak reported to ombudsman by residents or identified by ombudsman and to train designees on how to identify and report disease outbreaks. Applies to licenses issued or renewed on or after January 1, 2021.

Requires financial estimate committee to file statement "MEASURE SPENDS MONEY WITHOUT IDENTIFYING A FUNDING SOURCE" with Secretary of State upon finding that ballot measure with no dedicated funding source will have financial effect on public expenditures in excess of $100,000. Requires statement to be printed in voters' pamphlet.

Requires Oregon Health Authority to provide planning grants to 10 school districts or education service districts to evaluate community needs for school-based health services. Requires authority to provide operating funds to at least six school-based health center medical sponsors to open state-certified school-based health centers in grantee school districts or education service districts. Permits authority to provide operating funds to up to four school districts or education service districts to implement five-year pilot projects testing approaches to providing school-based health services as alternatives to school-based health centers. Directs authority to work with federal agency and stakeholders to secure increased federal funding for school-based health centers. Declares emergency, effective on passage.
