Afghanistan Counterterrorism, Oversight, and Accountability Act of 2021

Afghanistan Counterterrorism, Oversight, and Accountability Act of 2021 This bill imposes sanctions involving Afghanistan and addresses related issues. The President must impose, with certain exceptions, visa- and property-blocking sanctions on any foreign individual or entity that (1) provides support to any terrorist group in Afghanistan, (2) is responsible for or complicit in serious human rights abuses in Afghanistan, or (3) plays a significant role in international narcotics trafficking centered in Afghanistan. The President may also impose such sanctions on any foreign individual or entity that provides certain support for (1) the Taliban or any Taliban member, or (2) any agency of the Taliban-controlled government of Afghanistan. Additionally, the Department of State must (1) require U.S. representatives to the United Nations to advocate and vote to maintain sanctions against the Taliban, and (2) encourage allies and partner countries to impose sanctions against the Taliban. The State Department may suspend the sanctions imposed under this bill upon certifying to Congress that the Taliban has taken certain actions, such as breaking all ties with other terrorist groups. The State Department must establish a task force to (1) implement a strategy relating to the evacuation of Afghanistan, and (2) identify individuals in Afghanistan who have sought admission into the United States as a refugee or humanitarian parolee. The bill requires various reports, including on (1) a revised strategy for engagement with South and Central Asian countries after the U.S. withdrawal from Afghanistan, (2) a counterterrorism strategy for Afghanistan, and (3) the extent of Taliban human rights abuses.

A bill to amend the Alyce Spotted Bear and Walter Soboleff Commission on Native Children Act to extend the deadline for a report by the Alyce Spotted Bear and Walter Soboleff Commission on Native Children, and for other purposes.

This bill extends the deadline, from three years to five years, for the Alyce Spotted Bear and Walter Soboleff Commission on Native Children to submit its report to the President and Congress. The commission was established to conduct a comprehensive study of federal, state, local, and tribal programs that serve Native children and to develop plans for federal policy related to Native children.

Let Me Travel America Act

Let Me Travel America Act This bill prohibits operators of trains, buses, planes, and other common carriers that transport passengers interstate from denying service based on individuals' COVID-19 vaccination status. The bill also prohibits federal agencies from making COVID-19 vaccination a prerequisite for interstate travel.

Indo-Pacific Strategic Energy Initiative Act

Indo-Pacific Strategic Energy Initiative Act This bill requires and authorizes actions related to supporting energy projects in other countries, including projects to increase energy security in the Indo-Pacific region. The Department of State must prioritize U.S. government effort in helping the governments of Japan, India, and other like-minded countries in the Indo-Pacific region to increase their energy security and reduce energy emissions, including through providing diplomatic and political support as necessary. The U.S. Trade and Development Agency must provide early-stage support for energy infrastructure projects in the Indo-Pacific region that promote the reduction of greenhouse gas and carbon dioxide emissions. The State Department, the Department of Commerce, and the Department of Energy must identify projects appropriate for such support. The U.S. International Development Finance Corporation (1) may provide support for projects related to the importation of liquefied natural gas and the generation of low-emission energy, including projects owned by foreign government entities; and (2) may not prohibit or restrict support for a project on the basis of the type of energy involved. The Export-Import Bank must establish a strategic energy portfolio focused on financing projects that may increase U.S. energy exports and are related to the development or construction of (1) liquefied natural gas import terminals, (2) carbon capture and storage, (3) blue hydrogen infrastructure, or (4) other low-emission energy infrastructure.
