Enacts the "Empowering People in Rights Enforcement (EMPIRE) Worker Protection Act"; relates to the delegation of state enforcement authority to private actors; authorizes an aggrieved employee, whistleblower or representative organization to initiate a public enforcement action on behalf of the commissioner for certain provisions of the labor law, or any regulation promulgated thereunder.

Establishes the stretch limousine passenger safety task force to conduct a comprehensive review of matters influencing the safety, adequacy, efficiency, and reliability of stretch limousine transportation of passengers for compensation.
Relates to drug and alcohol testing and requirements for for-hire vehicle drivers and motor carriers.
Establishes a commission to study how new technologies are being used by individuals, including but not limited to, stalkers and domestic violence perpetrators, to stalk, harass, abuse and continue to victimize their targets.
Relates to providing a re-entry employment incentive tax credit for taxpayers who hire individuals convicted of a felony in the last five years and who have been released from a correctional facility or are serving a period of post-release supervision in the last five years.
Prohibits a state party from using the word "Independent" or "Independence" in its name.
Prohibits employers from requiring certain conditions or preconditions of employment.
Mandates that college-level courses be offered at all state-operated correctional facilities with female incarcerated individuals in the state in coordination with the state university of New York, the city university of New York and the independent colleges of New York by 2021 and offered at all other state-operated correctional facilities by 2023.
Establishes the incarcerated individual undergraduate degree completion task force and requires reporting to the governor and legislature of recommendations on how to ensure courses taken by individuals while incarcerated qualify for degree completion at a qualified state college or university.
Prohibits agreements between employers that directly restrict the current or future employment of any employee and allows for a cause of action against employers who engage in such agreements.
