Enacts The New Deal for CUNY; increases the ratio of faculty and mental health counselors to full-time students; requires that certain amounts of tuition be replaced by federal, state, and city funds.
Enacts the "pandemic self-storage act" which prohibits owners of self-service storage facilities from enforcing a lien held upon personal property stored at a self-service storage facility before August 31, 2022; provides for repeal upon expiration thereof.
Relates to expediting actions involving insurance claims for damages resulting from a state disaster emergency.
Relates to detaining persons for longer than twenty-four hours.
Establishes the Community Violence Intervention and Prevention Act; provides findings for evidence-based and evidence-informed health programs from hospital-based and community-based programs.
Prohibits the performance of virginity examinations.
Enacts the "roadway excavation quality assurance act"; relates to workers on excavations; provides that utility companies or their contractors shall use competent workers and shall pay the prevailing wage on projects where a permit to use, excavate, or open a street is required to be issued.
Prohibits police officers from using racial and ethnic profiling; requires that a procedure be established for the taking and review of complaints against police officers for racial and ethnic profiling; allows an action for injunctive relief and/or damages to be brought against a law enforcement agency, any agent of a law enforcement agency and the supervisor of an agent.
Provides increases in the rates of payment for certified home health agencies; directs the commissioner of health to establish minimum standards and a minimum benchmark for home care service payments by any Medicaid payor.
Requires nursing homes to spend at least the resident care amount necessary to achieve a required resident care percentage and a sufficient direct care service amount so it does not have a direct care service deficit.
