Relates to establishing restrictions on the sale of over-the-counter diet pills and dietary supplements for weight loss or muscle building; prohibits the sale of over-the-counter diet pills or dietary supplements for weight loss or muscle building to people under 18 unless properly prescribed by a health care provider; exempts certain protein powders, protein drinks and foods.

Updates certain requirements regarding billing for electric services, such as when corporations shall use an approved demand measuring device, mandating that classifications of service, the account and/or meter number, and the quantity billed be indicated on customers' bills.

Exempts certain income and resources provided to persons enrolled in certain pilot programs with direct cash transfers in determining eligibility for public assistance benefits.

Relates to critical energy infrastructure security and responsibility; relates to the protection of critical infrastructure in the state.

Relates to requiring gas corporations to file annual gas safety reports.

Assesses an employer a civil penalty where an employer requires a nurse to work more than such nurse's regularly scheduled work hours; provides that the employee shall receive an additional fifteen percent of the overtime payment from the employer for each violation.

Establishes "Brendan's law"; requires child day care centers and certain other facilities installing new or replacement window coverings to install cordless window coverings; requires child day care centers and certain other facilities that have window coverings in place before the effective date of this section to meet safety standards established in ANSI/WCMA A 100.1-2012 or any successor standard.

Establishes the primary care reform commission to review, examine, and make findings on the level of primary care spending by all payers in the context of all health care spending in the state and publish an annual report on the findings, and also make recommendations to increase and strengthen spending on primary care in the state and improve primary care infrastructure, taking care to avoid increasing costs to patients or the total cost of health care.

Establishes a dyslexia and dysgraphia task force; implements the findings of such task force.

Establishes the commission of the deaf, deafblind and hard of hearing; requires the commission of the deaf, deafblind, and hard of hearing to transmit complaints in matters affecting the deaf, deafblind, and hard of hearing communities to the vulnerable persons' central register; repeals provisions relating to the New York state interagency coordinating council for services to persons who are deaf, deaf-blind, or hard of hearing.
