Prohibits public employers from dismissing or taking other disciplinary action against public employees if such employees are elected or appointed to represent the employee organization or its members or communicate or offer commentary on matters of public concern or matters affecting the employee organization or its members.

Relates to employee representation of state employees designated managerial or confidential; repealer

Provides that organizations of state employees designated managerial or confidential incorporated prior to 1980 shall be deemed as certified or recognized employee organizations for purposes of employee representation in all matters except of collective negotiation in determining the terms and conditions of employment.
